HomeMy WebLinkAboutItem 01 HDTE Boundary AGENDA ITEM SUMMARY Meeting Date: 2/5/2024 Meeting Type: Work Session Staff Contact/Dept.: Allie Camp Staff Phone No: 541-726-3688 Estimated Time: 10 minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Encourage Economic Development and Revitalization through Community Partnerships ITEM TITLE: HOUSING DIVERSITY TAX EXEMPTION (HDTE) BOUNDARY ACTION REQUESTED: Provide direction to include/not include Glenwood as an eligible program area for the HDTE, and if so, determine which areas of Glenwood to include. ISSUE STATEMENT: Glenwood was not initially included in the eligible program areas for the draft HDTE program. ATTACHMENTS: 1. Transit boundary and city limit map. 2. Comprehensive plan designation map. DISCUSSION/ FINANCIAL IMPACT: This reevaluation of the HDTE program areas to include Glenwood is in anticipation of the Glenwood Master Plan Area’s future development. The Master Developers informing Springfield Economic Development Agency’s planning process have emphasized the importance of a property tax exemption to assure development can be successful considering today’s market conditions. Eligibility criteria to define a program area for the HDTE include being within 0.25 miles of transit and having a comprehensive plan designation that allows for multiunit housing. Attachment 1 shows the areas which meet the transit accessibility requirement, the majority of Glenwood is included. Attachment 2 shows the eligible plan designations and includes eligible tax exemption program areas, informed from both the plan designations and the transit access map. This program applied in Glenwood would have additional considerations- • Portions of Glenwood have not yet been annexed into the City limits. The program area does not need to be based on inclusion in the City limits, but a property would need to annex before being eligible for the HDTE. Property taxes from new investments would not be collected during the exemption period; property taxes after annexation, prior to new or redevelopment would still be collected. • Glenwood has the SEDA System Development Charge (SDC) incentive available to eligible projects. Policy consistency across the HDTE program draft language would mean permitting the same criteria to apply in Glenwood as downtown- buildings proposing four or more floors can receive both incentives. Combining incentives like this in Glenwood is supported by Finance and Economic Development. • While the area south of the railroad tracks meets the eligibility criteria to be an HDTE program area, the land is most suitable and was intended to be zoned for office/commercial and employment/commercial. The land’s constraints specific to housing include adjacent and across the river industrial development, impacts of floodplain, required setbacks limiting developable area, and railroad impacts such as noise, vibrations, and hazardous materials risk. An HDTE program area here could put the City in a position of incentivizing housing in an area not suitable for housing.
