Dear Greg:
Thank you for our meeting today and the possibility of providing the City with a bid
amount for the removal of the miscellaneous debris at the above referenced locations. I
certainly understand that this is not the usual manner in which a bid amount for proposed
work is prepared, but my hope is the provided documents can supply ehough information
to reasonably give a bid amount without the necessity of an on-site visit. We have a court
. order to go on the site, which for personal safety wou]drequire a police escort, but my
hope is that the police would not be required to be involved until the actual clean-up
begins. If a bid proposal is not possible from the information provided, other.
arrangements can likely be made.
Oregon law requires the City to obtain three written proposals for work in excess of
$10,000. From past experiences with nuisance abatements, my expectation is with the
amount of material to be removed, the cost may significantly exceed the $10,000 amount.
The scope ofthe proposed work includes the removal of all debris, junk, partially
dismantled or unsaJeaccessory structllres and the removal of vehicles (appr'oxiinately
eight vehicles). There is also eaith fill material, debris and a wire fence that has been
placed in the public right-of-way (ROW) to the South of the two properties that also
needs to be removed. My estimate of this material in the ROW is approximately two to
. three dump truck loads. Security would be provided by the City while the proposed work
is being peffol111ed and the expected date for the work to begin is' the second week in
October.
