Dear Ron:
OBEC Consulting Engineers has completed our structural observation of the Rebuild of Filters
S4, S5, and S6 at Hayden Bridge Filtration Plant located in Springfield, Oregon.
This project bid on August 6,2004, under the 1997 Uniform Building Code (UBC) and
Amended 1998 State of Oregon Specialty Code; and I am the engineer of record for the
structural portion of the work performed under this contract. OBEC was retained by the
Eugene Water & Electric Board (EWEB) to perform field structural observation services for
the work under Section of Section 1702 -Structural Observation of the code required for
essential facilities in our seismic zone. In addition, EWEB retained PSI to perform field
structural observation and testing lab services for this project.
OBEC has performed the following required structural observation and inspection services for
this project:
· Review and approval of structural shop drawings including reinforcement, concrete mix
design, and post-tensioning methods and materials.
· Periodic site observations by a qualified individual including observation of
reinforcement and placement of structural concrete. Observation reports were prepared
for each visit.
· Post-tensioning stressing observation including review of jack calibration by PSI.
· Review of PSI structural observation and test laboratory reports (concrete strength data.
· Construction photo log during our observation.
Documentation for the above observation services is attached for your files.
