ITEM TITLE: REQUEST FOR PERMIT TO WORK OUTSIDE HOURS OF 7 AM AND 6 PM,
OREGON DEPARTMENT OF TRANSPORTATION FOR HIGHWAY 126

ACTION
REQUESTED:
Approval or reject the following motion:
ALLOW CONSTRUCTION ACTIVITIES OUTSIDE OF THE HOURS OF 7 AM
AND 6 PM WITH CONDITIONS, AS DESCRIBED IN ATTACHMENT 1, FOR
PAVING HIGHWAY 126 FROM I-5 TO MAIN STREET.
ISSUE
STATEMENT:
Section 5.220(c) of the Springfield Municipal Code allows construction activities
between 7 am and 6 pm. In order to complete project work in a timely manner, and
to reduce the project’s impact on traffic, the Oregon Department of Transportation
(ODOT) proposes to perform much of this project during night time hours from
January 1, 2013 through November 30, 2013.

DISCUSSION/
FINANCIAL
IMPACT:
ODOT is planning to repave both directions on Highway 126, from I-5 to Main
Street, in 2013. To limit the impact of the work on the travelling public, ODOT
plans to perform much of the work with nighttime lane closures. In addition,
ODOT will allow their contractor to close each direction of the 42nd Street
interchange on weekends to allow for additional construction and repairs at that
location.
Attachment 1 includes a detailed description of the work, potential noise generating
activities, and ODOT’s plans for nighttime work and managing lane closures
throughout the 11-month construction term. ODOT will pay all costs associated
with this project.
A Springfield staff member will be involved in the construction team and will
communicate anticipated night work to Council, staff and the public.
Staff recommends approval of the requested night work for Highway 126 paving as
proposed in Attachment 1.
