ACTION REQUESTED: Approval or reject the following motion: ALLOW CONSTRUCTION ACTIVITIES OUTSIDE OF THE HOURS OF 7 AM AND 6 PM WITH CONDITIONS, AS DESCRIBED IN ATTACHMENT 1, FOR CONSTRUCTION OF I-5/BELTLINE INTERCHANGE UNIT 3. ISSUE STATEMENT: Section 5.220(c) of the Springfield Municipal Code allows construction activities between 7 am and 6 pm. In order to complete project work in a timely manner, and to reduce the project’s impact on traffic, the Oregon Department of Transportation (ODOT) proposes to perform much of this project during nighttime hours from November 1, 2012 through November 30, 2014. ATTACHMENTS: 1: Noise Variance Request from ODOT DISCUSSION/ FINANCIAL IMPACT: ODOT is engaged in a multi-unit/multi-year project to improve traffic capacity and safety at the I-5/Beltline Interchange. Units 1 and 2 of the project are complete, and construction on Unit 3 is scheduled to begin in November 2012. Unit 4 is currently under design with construction anticipated to begin in 2014. Unit 3 involves reconstructing the Beltline Overcrossing over I-5, and the south bound off ramps from I-5 to Beltline. It will also include reconfiguring part of the southwest corner of the Beltline/Gateway Intersection that was constructed with Unit 2 to accommodate new eastbound lane configurations on Beltline. ODOT will pay all costs associated with the Unit 3 project. Attachment 1 includes a detailed description of the work, potential noise generating activities, and ODOT’s plans for managing nighttime work and lane closures throughout the 2-year construction term. A Springfield staff member will be involved in the construction team and will communicate anticipated night work to Council, staff and the public. Staff recommends approval of the requested night work for I-5/Beltline Interchange Unit 3 as proposed in Attachment 1.
