ITEM TITLE: ACCEPTANCE OF PROJECT P21059; REGIONAL FUEL FACILITY
UPGRADE – PHASE 2.
ACTION
REQUESTED:
Adopt or reject the following resolution:
A RESOLUTION TO ACCEPT CITY PROJECT P21059; REGIONAL FUEL
FACILITY UPGRADE – PHASE 2.
ISSUE
STATEMENT:
The work on this project has been completed by SME Solutions, LLC, and final
inspection, paperwork and approval has been completed by City Staff. The Project
is now ready for City Council to formally accept the work.

DISCUSSION/
FINANCIAL
IMPACT:
The project included the replacement of the existing card reader system with a new
OPW K800 Hybrid system that utilizes proximity cards. It also included the
installation of new island terminals and a fuel tank monitoring and leak detection
system to monitor the product level and the presence of water and/or leaks in the
three existing tanks and the transition sump.
This project has been completed within budget with the final cost coming in at
$44,244.69. As the Regional Fuel Facility is jointly owned by the City, Springfield
School District, Willamalane Park and Recreation District and Rainbow Water
District all four agencies participated in the funding of the project. The breakdown
of costs by agency follows:
City of Springfield $20,710.94
Springfield School District $19,724.28
Willamalane Park and Recreation District $3,154.65
Rainbow Water District $654.82
All work done under this contract has been completed and inspected by the City
Engineer and found to be satisfactory.
RESOLUTION NO. _______
Acceptance
WHEREAS, work on the improvement described below has been fully completed and
has been duly inspected by the City Engineer of the City of Springfield:
P21059; REGIONAL FUEL FACILITY UPGRADE – PHASE 2, and
WHEREAS, said work was found to be in conformance with the terms of the contract
now on file in the City Recorder’s office; and,
WHEREAS, it is the recommendation of the City Engineer that this improvement project
be accepted and permanently included in the improvement maintenance program of the City of
Springfield.
NOW THEREFORE BE IT RESOLVED as follows:
1) The Common Council of the City of Springfield does hereby accept for future
maintenance the above-described project and accepts said improvement from the
contractor involved.
2) This resolution shall take effect upon adoption by the Council and approval by the
Mayor.
Adopted by the Common Council of the City of Springfield, Oregon, this 16th day of
July, 2012.
