HomeMy WebLinkAboutItem 09 IGA - Lane Council of Librarians, Inter-Library Reciprocal Lending Agreement AGENDA ITEM SUMMARY Meeting Date: 6/18/2012 Meeting Type:Regular Meeting Staff Contact/Dept.: Rob Everett - Library Staff Phone No: 541-726-3756 Estimated Time: Consent Calendar S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Provide Financially Responsible and Innovative Government Services ITEM TITLE: IGA - LANE COUNCIL OF LIBRARIANS: INTER-LIBRARY RECIPROCAL LENDING AGREEMENT ACTION REQUESTED: Authorize the City Manager to Execute an IGA Entering into a One-year Trial Reciprocal Lending Agreement with Other Participating Lane County Public Libraries ISSUE STATEMENT: Seven of the eight public libraries in Lane Country use the automated SIRSI/Dynix integrated library system (ILS). This system is hosted by Springfield Public Library. In addition to Springfield the other participating libraries are Fern Ridge Library District (Veneta), Junction City Public Library, Cottage Grove Public Library, Lane Library District (Creswell), Oakridge Public Library, and Siuslaw Library District (Florence/Mapleton). Springfield administers the annual service contract and provides initial on-call help and trouble shooting. This consortium was established through a series of intergovernmental agreements that have been in place for the past 12 years with the exception of Creswell which came on board in 2002 with the creation of the Lane Library District. Because we share the same automated system, library staff and patrons are able to see and request items from all 7 library collections. Currently, we then request the item via the interlibrary loan module. This process must be mediated by a staff member. No participating library charges its patrons to borrow materials from one of our shared system libraries. In the interest of improving service to all of our patrons and in eliminating unnecessary staff labor we are proposing that we move from requesting materials via interlibrary loan; a practice more appropriate when requesting materials outside of our system, to establishing a reciprocal lending agreement that will allow any patron from any participating library to borrow materials directly from any library. The libraries would develop procedures and protocols to administer this agreement prior to implementation. The result should be a more customer friendly and cost-effective library service ATTACHMENTS: ATT1: Intergovernmental Agreement Lane Council of Librarians DISCUSSION/ FINANCIAL IMPACT: A one-year trial period was approved by Council at the February 23rd work session. This agreement makes inter-library loan among participating Lane County Public libraries more efficient and cost-effective while improving access to our collective patron groups. Cost is negligible.
