ACTION
REQUESTED:
Approve or reject the following motion:
TO AWARD THE SUBJECT CONTRACT TO KIPCO, INC. IN THE AMOUNT
OF $1,597,405.00.
ISSUE
STATEMENT:
Eight bids were received on this Sanitary Sewer Upgrade project. Contract award is
now necessary to enable work to proceed.

DISCUSSION/
FINANCIAL
IMPACT:
This project is identified in the 2008 City of Springfield Wastewater Master Plan and
will address capacity problems in the wastewater collection system during wet
weather and peak flow conditions. This is necessary to enable the City to maintain
compliance with federal and state requirements to eliminate sanitary sewer overflows.
The project includes construction of a gravity sanitary sewer pipeline, approximately
5 to 20 feet deep, within the public right-of-way from the intersection of Main Street
and 54th Street to the intersection of Thurston Road and 58th Street, including the
following items: approximately 4,800 linear feet of 18-inch diameter PVC piping;
fittings, and appurtenances; manholes; one jacked and bored cased crossings of
Highway 126; one sewage diversion manhole; connections to existing sanitary sewer
systems; and surface restoration.
The following bids were received and opened on June 5, 2012:

Engineer’s Estimate $ 1,958,875.00
Kipco, Inc. is the lowest responsible bidder on this project with a bid 18.45% below
the Engineer’s Estimate.
Sufficient funds to cover the City’s obligation are budgeted in the 58th Street Sanitary
Sewer Bypass and Relief Manhole account (850226) in FY 13. Notice to Proceed
will not be issued until after the start of FY 13 (July 1, 2012).
