ITEM TITLE: AMENDING RESOLUTION NO. 2012-05 STORMWATER USER FEES
ACTION
REQUESTED:
Adopt/Not Adopt the following: A RESOLUTION OF THE CITY OF
SPRINGFIELD AMENDING RESOLUTION NO. 2012-05 “SETTING LOCAL
AND REGIONAL SEWER USER FEES AND LOCAL STORMWATER USER
FEES AS SET FORTH IN THE SPRINGFIELD MUNICIPAL CODE”.
ISSUE
STATEMENT:
The City Council is requested to approve a resolution to amend Resolution No.
2012-05 (previously adopted on May 7, 2012), to correct a fee amount that was
overstated on Exhibit A to Resolution No. 2012-05 for the setting of local and
regional sewer user fees and local stormwater user fees for Fiscal Year 2012-13.

DISCUSSION/
FINANCIAL
IMPACT:
On May 7, 2012, following a public hearing, the Council adopted Resolution No.
2012-05 “Setting Local and Regional Sewer User Fees and Local Stormwater User
Fees as set forth in the Springfield Municipal Code” for Fiscal Year 2012-13.
Exhibit A to the adopted Resolution No. 2012-05 as prepared by staff contained an
error specifying that Stormwater user fees beginning with bills rendered on or after
July 1, 2012, for “All real property, with the exception of single family dwellings,
shall be charged $1.89 (an incorrect and overstated amount) plus the product of the
property area (in square feet), runoff coefficient, and $3.525 per 1,000 square feet”.
The revised Exhibit A to Resolution No. 2012-05 included with Attachment 1
displays the correct charge for Stormwater user fees beginning with bills rendered
on or after July 1, 2012, for “All real property, with the exception of single family
dwellings, shall be charged $1.40 (the correct amount) plus the product of the
property area (in square feet), runoff coefficient, and $3.525 per 1,000 square feet”.
Adoption of the proposed resolution, amending Resolution No. 2012-05 corrects an
overstated user fee amount (on Exhibit A) for stormwater bills to be rendered on or
after July 1, 2012, prior to fee implementation resulting in no additional fiscal
impact to customers/rate payers. The overstated fee amount was displayed on
Exhibit A only. Revenue projections contained in the FY 2013 approved Budget
were calculated on the basis of the correct fee. As a result this action will have no
negative fiscal impact to the City’s financial analysis and rate methodologies
utilized in development of the stormwater user fees and the associated revenue plan
for Fiscal Year 2012-13.
