PROCLAMATION
Whereas: The medical condition known as HIV and AIDS is now in its fourth
decade and continues to result in approximately 50,000 new infections per
year in the United States with nearly 1.2 million people living with HIV in the
U.S. and almost one in five unaware of their infection; and
Whereas: In Oregon, nearly 40% of Oregonians testing positive for HIV test
with advanced HIV or progress to an AIDS diagnosis within 12 months of
testing; and
Whereas: Testing is critical to prevention and can lead to treatment which can
not only reduce mortality and improve the quality of life but also reduce the
spread of HIV from an infected person to their partner by approximately 96%;
and
Whereas: Each year, on June 27, the National Association of People With AIDS
(NAPWA), in partnership with the Centers for Disease Control and Prevention
(CDC), AIDS.gov, and other national and local entities across the country
organizes National HIV Testing Day. This NAPWA initiative sends the message,
“Take the Test, Take Control,” to those at risk from HIV from those already
living with HIV; and
Whereas: Mayors of our cities and towns are uniquely well placed to help their
populations understand that all Americans need to be tested for HIV infection,
to protect their own health and help bring the epidemic under control;
NOW, THEREFORE, I, Christine L. Lundberg, MAYOR OF THE CITY OF
SPRINGFIELD, do hereby proclaim June 27, 2012 to be National HIV Testing
Day as a day for all residents to "Take the Test, Take Control."
