Spring Valley Assisted Living Residence is an existing, established 50-unit state-licensed
assisted living residence. The site was originally developed under a Site Plan Development
approval which addressed the building and associated site improvements, including parking, site
utilities and landscaping.
The applicant proposes a Minor Site Plan Modification which makes a minor adjustment to the
parking lot. The applicant proposes to add eight(8) new and additional parking stalls on the
same parking aisle and opposite eight existing parking stalls. The area of impervious surface to
be added is approximately 1,334. (+/-) square feet.
Site Identification.
Tax Lot and Map. The site occupies tax lot 2800, Map 17 03 22 3 4.
Site Address. 770 Harlow Road, Springfield, Oregon.
Existing Conditions.
Zoning. The Site is currently classified MDR, Medium Density Residential, in the City of
Springfield Zoning Map. It is similarly classified in the city's Comprehensive Plan. The
surrounding property is similarly classified and zoned on the north, east and west. LDR, Low
Density Residential and other classifications face the site across Harlow Road.
Use. As noted, the site is improved with an existing 50-unit, single-story, wood-framed
assisted living residence. Sites abutting on all sides are developed with established (multi-)
residential developments.
Access. Harlow Road is the sole existing access for the existing parking lot, although
another roadway ends at/abuts the north property line.
Topography. The site is very flat, with an existing drainage Swale extending from the west
side of the existing building and property, around the north side of the building and property,
draining to the northeast.

will be modified to accommodate the alteration.
Affect on Existing Site Plan Development Agreement.
There are no original conditions of development which are violated in this modification.
Considerably less than 5,000. square feet of new impervious area is created.
