ITEM TITLE: PERSONAL COMPUTER HARDWARE PURCHASE IN SUPPORT OF
ENTEPRISE-WIDE MICROSOFT WINDOWS 7 UPGRADE
ACTION
REQUESTED:
Approve or reject the following motion:
Approve the purchase of 110 personal computers, 10 laptops, and 105
monitors for the enterprise-wide Microsoft Windows 7 upgrade project
from Dell Marketing L.P. for $136,158.00 utilizing Dell Premier
cooperative purchasing pricing and authorize and direct the City Manager
to execute all documents required to effect the transaction.
ISSUE
STATEMENT:
The enterprise-wide migration to Microsoft’s Windows 7 operating system requires
upgraded personal computer hardware to support the move from a 32-bit to a 64-bit
operating system. Purchase of this hardware at $136,158.00 is prerequisite to other
aspects of this project.

DISCUSSION/
FINANCIAL
IMPACT:
This request is to replace aged and failing personal computer equipment as
identified through an evaluation conducted in support of the Windows 7 migration
project. The funds to purchase the equipment have already been identified with
most coming from the various departments’ equipment replacement fund. The
Information Technology Department is facilitating these purchases.
The Information Technology department takes advantage of competitive pricing
negotiated by the Western States Contracting Alliance (WSCA) and Dell to obtain
hardware, software, and related services from Dell Marketing L.P. Dell Premier
pricing adds an additional 10-15% discount over WSCA pricing where available.
Dell continues to provide excellent hardware and software to support the City’s
networking infrastructure, servers, and desktop computers, as well as exemplary
customer service and response times. The City of Springfield is currently
standardized on hardware and software provided by Dell, which facilitates efficient
troubleshooting, quick parts replacement, and standardized desktop imaging.
WSCA was formed in 1993 by purchasing directors from fifteen western states to
leverage combined purchasing power, achieve competitive pricing discounts, and
streamline the acquisition of quality products and services from industry-leading
vendors. The City of Springfield has relied upon WSCA pricing as a starting point
for negotiations with Dell since 1994. Staff considered issuing a specific bid just for
Springfield’s needs for computer hardware procurement, but established that doing
so would not yield better pricing than that which is currently achieved through Dell
within the structure of the WSCA agreement.
The hardware purchases have been approved by the Purchasing Officer through the
use of Dell Marketing L.P. Premier cooperative purchasing pricing. Staff
recommends that the City Council approve the purchase of computer replacement
equipment for various departments.
