ITEM TITLE: INTERGOVERNMENTAL AGREEMENT (IGA) WITH SPRINGFIELD
UTILITY BOARD (SUB) FOR 10TH AND N SEWER UPGRADE – PHASE 1

AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE AN
INTERGOVERNMENTAL AGREEMENT WITH SPRINGFIELD UTILITY
BOARD FOR THE 10TH AND N SEWER UPGRADE – PHASE 1 PROJECT.
ISSUE
STATEMENT:
The City of Springfield and SUB are constructing new underground facilities in 10th
Street beginning this summer. In the interest of the public, the City and SUB can
work together and share the cost for reconstructing the affected portion of 10th
street.

FINANCIAL
IMPACT:
The 10th and N Sewer Upgrade project is identified in the 2008 Wastewater Master
Plan and the 2012-2016 Capital Improvement Program. Phase one of the project is
scheduled for construction this year. During the design of the project, SUB had
indicated a need to replace an existing water main line within 10th Street. In an
effort to efficiently repair the street segment and potentially to save the City and
SUB money, street reconstruction work will be coordinated through the City’s
contract.
The IGA reached between the agencies represents a cost share where SUB pays for
one-third of the cost of asphalt and aggregate reconstruction, and the City pays for
the remaining reconstruction costs. 10th Street, from Quinalt Street to
approximately Pleasant Street, will require reconstruction due to the amount of
underground utility work. The City’s portion of the project includes the installation
of a new 24” sanitary sewer pipe and replacement of three transverse 8” sanitary
sewer mains. SUB’s work will include the installation of a new 6” water line.
The IGA allows for SUB to reimburse the City for up to $25,000.00 of street
reconstruction costs. The estimated total cost for the street reconstruction is
$215,000.00.
Also included in the IGA are other on-call construction services to be provided by
SUB during construction in an amount not to exceed $10,000. These services are
the same as approved during the previous IGA C649 dated September 28, 2011 for
the Basin 22A Project (P21048).
Staff recommends approval of the attached IGA.
