ACTION REQUESTED: Approve/not approve the proposed Designation Agreement between the governments of Lane County and the cities of Eugene and Springfield. ISSUE STATEMENT: The proposed agreement continues Lane County’s active oversight role of the Workforce Partnership Board (formerly known as the Southern Willamette Private Industry Council – SWPIC) and eliminates the need for all three governing bodies to take action when the Work Force Investment Act requires action by the “Chief Elected Official”. This proposed agreement again designates the Chair of the Lane County Board of Commissioners to serve as “Chief Elected Official” of the Work Force Partnership Board. ATTACHMENTS: Attachment 1: Background Memorandum dated September 7, 2000 to Gino Grimaldi, Assistant City Manager from Joe Leahy, Office of City Attorney Attachment 2: Designation Agreement between Lane County and the Cities of Eugene and Springfield (The Designation Agreement). DISCUSSION/ FINANCIAL IMPACT: The existing intergovernmental agreement regarding the Workforce Partnership Board allows any local elected serving on the Board to take action as the “Chief Elected Official” for the purpose of meeting the requirements of the Work Force Investment Act. This IGA expires June 30, 2012. Under the terms of the proposed agreement, the Chair of the Lane County Board of Commissioners acts as the “Chief Elected Official”. Authority is limited in that the Board of Commissioners may act only upon the consent of the cities of Springfield and Eugene. The proposed agreement terminates on June 30, 2015.
