ACTION REQUESTED: Allow/Not allow construction activities outside the hours of 7 a.m. and 6 p.m. for the Oregon Department of Transportation to work on the Main Street pedestrian crossing project in the vicinity of 44th Street. Requested times would be Monday – Friday 6:00 p.m. – 7:00 a.m. The anticipated duration of night work for this project is approximately one month. ISSUE STATEMENT: Section 5.220(c) of the Springfield Municipal Code restricts the hours that construction activities may occur between 7 a.m. and 6 p.m. ATTACHMENTS: None DISCUSSION/ FINANCIAL IMPACT: Property and business owners around the new proposed RRFB pedestrian crossing located on Main Street in the vicinity of 44th Street have requested that construction activities be limited to night time so that customer access is not affected. In particular, Gray’s Garden center does a majority of its business during the summer months when construction is being proposed. Allowing for night work will allow construction crews to work outside of the hours when a majority of customers would access the business.
