Re: Construction Inspection - Subgrade Verification and Compaction Testing: 657 Quarry
Rd., Springfield, Oregon; City Job #980155.
The purpose of this letter is to record that on the dates of June 15, July 7 and 9, Oregon Geotechnical
Services staff provided inspection of the residential.construction at 657 Quarry Rd., Springfield,
Oregon. Inspection consisted of observation and lesting of thesubgrade exposed in the buil~ng.
excavation, and certification of the fill placed to bring the site back up to grade after over~,. ':..."<..';
excavation. Work was performed in accoTdance with tht< special inspection requests oftht<Ci.tY of .
Springfield, and a previously prepared geotechnical evaluation which recommended construc~on
inspection for the subject property (see "Geotechnical Site Evaluation, Mickel Property, 657 Quarry
Rd., Springfield, Oregon", dated April 15, 1998, by Oregon Geotechnical Services). This inspection
was performed by David E. Reich, Certified Engineering Geologist (OR Lic. # El227) and Andrew
W, Lamb, Geotechnical Associate, of Oregon Geotechnical SerVices, 38401 Place Road, Fall Creek,
Oregon, 97438.
Field work included site reconnaissance, visual inspection, and manual testing of the subgrade
material to verifY soil composition and strength as documented during initial site evaluation (see
"Geotechnical Site Evaluation, Mickel Property, 657 Qwirry Rd., Springfield, Oregon", dated April
15,1998, by Oregon Geotechnical Services). Work also included inspection of the fill in the
building area to verifY bearing capacity in the foundation areas. In addition to manual soil testing,
and visual inspection of the subgrade, proof-roll testing was performed in the building area with a
fully loaded 10 cubic yard dump truck (gross wt - 50,000 lbs), to verifY the suitability of the
subgrade and/or fill, and certifY the site as suitable for the proposed building construction.

Summwy
As recommended, clayey surficial soils were removed from the building area, exposing hard rocky
material of SU-B and RU-l 0, Before placement of rock, the rocky subgrade was smoothed with a
track mounted backhoe. Approximately 1.0 to 2.0 feet offill was placed on top of the dense, native
sub grade. The first lift of the fill consists of 3" minus crushed rock, and the remainder of the fill
consists of 3/4 minus crushed rock. Lifts were placed in 2-4 inch layers, brought to an appropriate
moisture content, and compacted with a walk-behind plate compactor until no tracks were left by the
compaction effort.
Tests confirm that the structural fill is appropriately constructed and adequately compacted Testing
confirms that a relative compaction of approximately 95% (ASTM D 1557) has been achieved in the
aggregate fill. A bearing capacity of greater than approximately 1500 PSF can be expected for
footings placed directly On the structural fill.
Runoff from downspouts and surface drainage should be directed away from the footings, to avoid
differential settlement of the foundation. The landscaping and ground surface around the perimeter
of the footing should be graded so that the ground surfaces slope away from the foundation.
Limitations
This report was prepared for the exclusive use of Don Mickel and his authorized agents.
Professional services were rendered in accordance with generally accepted geotechnical services, and
using the degree of care and skill ordinarily exercised under similar circumstances by firms or
individuals practicing in similar locations. Analysis, conclusions and recommendations included in
this report relate to conditions at the time the services were performed. Data was accumulated from
overall site reconnaissance and limited subsurface exploration in select locations. In the event that
changes in the I1llture, design or layout of the project are made, the conclusions and
recommendations contained in this report shall not be considered valid unless the changes are
reviewed and verified in writing, and no warranty is expressed or implied.
