HomeMy WebLinkAboutItem 01 Lane Council of Librarians - Inter-Library Reciprocal Lending Agreement AGENDA ITEM SUMMARY Meeting Date: 2/27/2012 Meeting Type:Work Session Staff Contact/Dept.: Rob Everett/Library Staff Phone No: X3756 Estimated Time: 30 Minutes S P R I N G F I E L D C I T Y C O U N C I L Council Goals: Preserve Hometown Feel, Livability, and Environmental Quality ITEM TITLE: LANE COUNCIL OF LIBRARIANS – INTER-LIBRARY RECIPROCAL LENDING AGREEMENT ACTION REQUESTED: Direct staff to proceed with planning, testing, and implementation of reciprocal lending of library materials among participating Lane County libraries. ISSUE STATEMENT: Seven of the eight public libraries in Lane Country use the automated SIRSI/Dynix integrated library system (ILS). This system is hosted by Springfield Public Library. In addition to Springfield the other participating libraries are Fern Ridge Library District (Veneta), Junction City Public Library, Cottage Grove Public Library, Lane Library District (Creswell), Oakridge Public Library, and Siuslaw Library District (Florence/Mapleton). Springfield administers the annual service contract and provides initial on-call help and trouble shooting. This consortium was established through a series of intergovernmental agreements that have been in place for the past 12 years with the exception of Creswell which came on board in 2002 with the creation of the Lane Library District. Because we share the same automated system library staff and patrons are able to see and request items from all 7 library collections. Currently, we then request the item via the interlibrary loan module. This process must be mediated by a staff member. No participating library charges its patrons to borrow materials from one of our shared system libraries. In the interest of improving service to all of our patrons and in eliminating unnecessary staff labor we are proposing that we move from requesting materials via interlibrary loan; a practice more appropriate when requesting materials outside of our system, to establishing a reciprocal lending agreement that will allow any patron from any participating library to borrow materials directly from any library. The libraries would develop procedures and protocols to administer this agreement prior to implementation. The result should be a more customer friendly and cost-effective library service ATTACHMENTS: ATT1: City Code 2.464 Library Rules DISCUSSION/ FINANCIAL IMPACT: The Library seeks Council direction to proceed with testing and implementation of reciprocal lending among participating Lane Council of Librarians (LCOL) libraries. This service enhancement would increase access to library materials for the patrons of all participating libraries while reducing the labor costs currently incurred providing inter-library loan among the same group of libraries. We believe this proposal is revenue neutral. 2.464 Rules. The library and its operation shall be subject to such reasonable rules and regulations as adopted and published by the library and reviewed by the library board in order to retain the use of said library for the greatest benefit to the greatest number. All the rules and regulations for the use and operation of the library shall be subject to review and revision by the council. The library director, by the rules and regulations, may exclude from the use of the library any and all persons who willfully violate such rules and regulations. The rules and regulations shall be in conformity with Springfield Municipal Code section 5.062. The library director may extend privileges and use of the library to nonresidents upon such terms and conditions as the board advises.
