Dear Mr. Gray:
I recently made a site visit to Jenna Estates at the request of the Building Inspector in
order to approve temporary occupancy for Phase 3 and Phase 4 of the development. .
During my site visit I noted a few outstanding issues that that will need to be addressed
before final occupancy can be given by the City.
The most important outstanding issue involves architectural design features required by
the city's multi-family design standards, adopted in July, 2001. As stated as a condition of
approval in the land use decision, dated July 16, 2001 the units in Phase 3 and Phase 4
were required to have 4" trim around all windows and doors of the front facade. The units
do not have the required 4" window trim on the facades of the buildings.
The original site plan did not indicate the size of window trim treatment; therefore the
site plan pointed out this deficiency and required that the final site plan must show the 4"
trim where required by the Code. On September 7, 2001 Branch Engineering
acknowledged this discrepancy on page 3 of their response to site plan review conditions
of approval, by stating: "The final site plan shows the measurements of trim around the
windows and doors (see architect's building permit plans)." On October 1, 2001, a .
similar letter from APaz Architects was submitted to the city. This letter states: "The
trim surrounds on the windows will be changed to 4 inches for Phase 3 and 4. Note that
the entry doors are recessed and that the back yard doors are protected by a roof canopy
which in both cases provides a shadowing and facade definition intended by the new
ordinance. Consequently, it is our intention not to put the 4 inch trim at the doors."
The other outstanding issues are landscaping requirements. As stated in the land use
decision, dated July 16, 2001 parking planter islands and the planter area separating the
parking area and living area windows shall include a mix of ground cover, shrubbery and
trees. The final site plan showed these areas with the required landscaping but during my
site visit I noted that none of these areas had planted ground cover. In addition one Forest
Pansy tree has not been planted in the planter area in front of the second to the end unit

closest to the wetland of building #32. Two Japanese Zelkova trees appear to de dead
and will be required to be replaced. The trees are located in the private yards of Building
#24.
As stated in the land use decision, ground mounted equipment when placed above-ground
shall be screened with landscaping. During my site visit I noted two ar~as where
mechanical equipment was not located near landscaping that will grow to provide
necessary screening. The equipment to be screened is located in the planter area between
building #36 and #37 and in the parking planter island in front of building #27.
