AN ORDINANCE CONCERNING WARDS WITHIN THE CITY OF SPRINGFIELD
ESTABLISHING THE BOUNDARIES THEREOF AS SPECIFIED IN SECTION 2.005,
TERRITORY- WARDS, OF THE SPRINGFIELD MUNICIPAL CODE AND DECLARING AN
EMERGENCY
THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
Section 1: Territory- Wards. There are hereby established in the City of Springfield six
Wards with boundaries thereof as follows:
Ward 1:
Beginning at the intersection of the Pacific Highway No. I - 5 and the Eugene -
Springfield Highway No. 126; thence north along the Pacific Highway No. I - 5 to the
northern City Limits boundary; thence generally east along the northern City Limits
boundary to 15th Street; thence south along 15th Street to '"S" Street; thence west along
"S" Street to Debra Drive; thence south along Debra rive to ' "R" Street; thence west
along R Street to loth Street, thence south along loth Street to the Eugene -
Springfield Highway No. 126; thence west along the Eugene - Springfield Highway No.
126 to the Point of Beginning, and excluding the island areas outside the City Limits.
Ward 2:
Beginning at the intersection of the Pacific Highway No. I - 5 and the Eugene -
Springfield Highway No. 126; thence east along the Eugene - Springfield Highway No.
`126 to an intersection with the "Q" Street Floodway; thence southwesterly along the
Q Street Floodway to 8th Street, thence south along 8th Street to Pleasant Street;
thence west along Pleasant Street to 7th Street; thence south along 7th Street to "G"
Street; thence east along '"G" Street to 10th Street; thence south along 10th Street to
South "A" Street; thence West along South "A" Street to South 7th Street; thence south
along South 7th Street and the southerly extension of South 7th Street to the southern
City Limits boundary; thence generally west along the southern City Limits boundary to
the Willamette River; thence northerly and westerly along the Willamette River to the
intersection of the Willamette. River and the Pacific Highway No. I — 5; thence north
along the Pacific Highway No. I — 5 to the Point of Beginning, and excluding the island
areas outside the City Limits.
ALSO: That section of the city lying within the "'Glenwood" area, bounded on the north
and east by the Willamette River, and bounded on the south and west by the Pacific
Highway No. I — 5, and excluding the island areas outside the City Limits.
Ward 3:
Beginning at the intersection of 211t Street and Olympic Street; thence west along
Olympic Street to 18th Street; thence north along 18th Street to Mohawk Boulevard;
thence northerly along Mohawk Boulevard ,to the Eugene - Springfield Highway No. 126,
thence east along the Eugene - Springfield Highway No. 126 to 42nd Street; thence
northeasterly 160 feet, more or less, to an angle point in the northern City Limits
boundary; thence generally north along the northern City Limits boundary to Marcola
Road; thence continuing generally west along the northern City Limits boundary to 15th
Street; thence south along 15th Street to "S "Street; thence west along "S" Street to
Debra Drive; thence south along Debra Drive to "R" Street; thence west along " "R"
Street to 10th Street; thence south along 10th Street to the Eugene - Springfield
Highway No. 126; thence west along the Eugene - Springfield Highway No. 126 to an
intersection with the "Q" Street Floodway; thence southwesterly along the "Q" Street
Floodway to 8 th Street; thence south along 8th Street to Pleasant Street; thence west
along Pleasant Street to 7th Street; thence south along 7th Street to ' **G" Street; thence
east along "G" Street to 10th Street; thence south along 10th Street to South "A" Street;
thence west along South "A" Street to South 7th Street; thence south along South 7th
Street and the southerly extension of South 7th Street to the southerly City Limits
boundary; thence generally east along the southern City Limits boundary to South 28th
Street; thence north along South 28th Street to an intersection with Main Street, as
constructed; thence west along Main Street to 21St Street; thence north along 21St
Street to the Point of Beginning.
ALSO: Those parcels that have been annexed into the City of Springfield that are
located north of the Eugene - Springfield Highway No. 126, east of 15th Street, and
south and west of the Springfield Urban Growth Boundary (UGB) line, said parcels being
islands and are not contained within the existing City Limits.
Ward 4:
Beginning at the intersection of 21St Street and Olympic Street; thence west along
Olympic Street to 18th Street; thence north along 18th Street to Mohawk Boulevard;
thence northerly along Mohawk Boulevard to the Eugene - Springfield Highway No. 126;
thence east along the Eugene - Springfield Highway No. 126 to 42nd Street; thence
southerly along 42nd Street to Jasper Road and the southern City Limits boundary;
thence generally west along the southern City Limits boundary to south 28th Street;
thence north along South 28th Street to an intersection with Main Street, as
constructed; thence west along Main Street to 21St Street; thence north along 21St
Street to the Point of Beginning, and excluding the island areas outside the City Limits.
Ward 5:
Beginning at the intersection of the Eugene - Springfield Highway No. 126 and 42nd
Street; thence east along the northern City Limits boundary, which is generally along

the Eugene - Springfield Highway No. 126, to an intersection with 52nd Street, if
extended north from its intersection with High Banks Road; thence south to High Banks
Road; thence east along High Banks Road to 55th Street; thence southerly along 55th
Street to 55th Place; thence south along 55th Place and the southerly extension of 55th
Place to the Eugene - Springfield Highway No. 126; thence south along the Eugene -
Springfield Highway No. 126 to the intersection of Main Street and Bob Straub Parkway;
thence south along the Bob Straub Parkway to the southerly right of way boundary of
the Weyerhaeuser Truck Road, which is also the City Limits Boundary; thence .
southeasterly along the southerly right of way boundary of the Weyerhaeuser Truck
Road and the City Limits Boundary to an intersection with the easterly extension of Mt..
Vernon Road; thence east along the easterly extension of Mt. Vernon Road, which is
also the City Limits boundary, 1,500 feet, more or less, to an angle point in the City °
Limits boundary; thence southerly, westerly and northerly along the City Limits
boundary to Mt. Vernon Road; thence continuing generally west along the .City Limits
boundary to a point in South 42nd Street, said point being 370 feet, more or less, south
of the intersection of South 42nd Street and Jasper Road; thence north along South 42nd
Street and 42nd Street to the Point of Beginning, and excluding the island areas outside
the,City Limits.
Ward 6:
Beginning at the intersection of High Banks Road and 52nd Street; thence east along
High Banks Road to 55th Street; thence southerly along 55th Street to 55th Place; thence
south along 55th Place and the southerly extension of 55th Place to the Eugene -
Springfield Highway No. 126; thence south along the Eugene - Springfield Highway No.
126 to the intersection of Main Street and Bob Straub Parkway; thence south along the
Bob Straub Parkway to the northerly right of way boundary of the Weyerhaeuser Truck
Road, which is also the City Limits Boundary; thence southeasterly along the northerly
right of way boundary of the Weyerhaeuser Truck Road and the City Limits Boundary to
an angle point in the City Limits boundary, said point being near the southern bend of
Mountaingate Drive; thence continuing generally easterly and northerly along the City
Limits boundary to a point coincident with the Springfield Urban Growth Boundary
(UGB) line, said point being in the McKenzie Highway No. 126 (also known as Main
Street); thence continuing generally northerly and westerly along the City Limits
boundary to an angle point on the northern City Limits line which is 3,200 feet, more or
less, north of the intersection of High Banks Road and 52nd Street; thence south along
the northern City Limits boundary and its southerly extension to the Point of Beginning,
and excluding the island areas outside the City Limits.
Section 2: Boundaries: The boundaries set forth above shall be maintained together
with maps of such boundaries on file with the City Recorder's Office.
Section 3: Emergency Clause: It is hereby found and determined that matters
pertaining to the establishment of ward boundaries in the City of Springfield and the

proper apportionment of population within said wards is a matter affecting the welfare
of the City of Springfield, and that an emergency is therefore found and declared to
exist, and this Ordinance shall therefore take. effect immediately upon its passage by
the Council and approval by the Mayor.
