Dear Mr. Warren: At the request of your tenant, the Springfield Building Safety Division recently conducted an inspection of your property at the subject address. The inspection revea1s>d several items of concern which' do not meet the minimum City Housing Code requirements, and need to be corrected. They consist of the following: 1. Evidence of recent moisture within a portion of the ceiling of the east bedroom was observed. Although the roof directly over the area of moisture infiltration shows recent evidence of attempts to patch the leak(s), our observations and information from your tenants indicate that the condition may still exist. 2. The wood awning windows in the house have swollen as a result of high humidity in the building. These windows must be operable in order to p,'ovide required ventilation to tlle interior and emergency egress from the rooms used for sleeping The rear door of the garage also exhibits this swelling condition. There is an obvious moisture problem within the building. Any of several factors could be contributing to the problem, including, the observed moisture infiltra- tion from the roof mentioned in item 1 above, or an observed excessively moist condition in the underfloor area. We have also discussed with your tenants possible lifestyle modifications that could reduce the high moisture conditions within the building. Although, we could find no conclusive evidence that the problem emanates from the underfloor area, we did note that the underfloor condition was wet, and there was evidence of recent standing water. We recommend that the wet condition be alleviated by the installation of a sump pump properly discharged to the curb drain outlet. This measure could reduce the potential for future structural damage due to dry rot, and any possibility of this as a contributing factor of the interior humid condition. Please note that permits and inspections would be required for the instaIlation of a underfloor sump pump in order to assure a proper and safe installation.
