ITEM TITLE: PLANNING COMMISSION INTERVIEWS
ACTION
REQUESTED:
Conduct interviews of the Planning Commission candidates: Joany C. Armstead, Perry G. Nephi
and Tim F. Vohs (Vŏs).
ISSUE
STATEMENT:
Three candidates have applied for the Planning Commission vacancy created when Commissioner
Frank Cross passed away in November; this position expires on May 5, 2012.
Any vacancy on the commission shall be filled by the Mayor and Council for the unexpired
portion of the term of the member creating the vacancy.
Staff request direction about how Council wishes to proceed with filling this vacancy. Option
include:

ny C. Armstead resides at 4017 E. 16th Avenue, Eugene (Glenwood Resident); and is a
Manning P.C. located in Eugene.
Mr. Perry G. Nephi resides at 2555 Gateway, Apt. 68, Springfield; and is a Construction
Estimator with Pacific Fire and Flood / Servpro, located in Springfield.
Mr. Thomas F. Vohs (Vŏs) resides at 3708 Cherokee Drive, Springfield; and is Semi Retired,
Property & Rental Manager, also occasionally works for Register-Guard.
The Springfield Planning Commission is a seven member volunteer Commission appointed by the
City Council. The members serve four-year terms that are staggered to avoid more than two
positions expiring at the same time. Of the seven members, two appointments may live outside
the City limits and two appointments may be involved in the Real estate profession. Positions are
“at-large”, and do not represent specific geographic areas.
Currently the Planning Commission has one member, Commissioner Moe, who lives outside the
City limits, and none that work in Real Estate.
The Council decision on appointments is scheduled for the Regular Meeting Tuesday, January 17,
2012; however, the Council may select the chosen applicant following the interviews.

Planning Commission Interview Questions
1. The Planning Commission generally meets two evenings each month and
additional evening meetings are sometimes necessary. There are also materials
to be reviewed in advance of these meetings that may take a couple of hours to
read. Given your work and/or family demands, can you fully participate as a
Commission member?
2. How familiar are you with planning laws and policies and the purpose they serve
in Springfield’s land use decision making process? If your experience with these
laws is limited, what actions would you take to become familiar so that you can
function fully as a Planning Commissioner?
3. Many of the land use laws applied by the Planning Commission are state or
federally mandated. During a Planning Commission hearing how would you
reconcile your own personal opinions with the applicant’s interests when those
interests do not comply with the land use laws?
4. What is your general understanding of the relationship between the Planning
Commission and City Staff, the Planning Commission and the City Council?
5. What role do you think the Planning Commission should have with the
revitalization of downtown?
6. How would you recommend balancing the community’s need for attractive
commercial and industrial development with the rights of property owners?
7. Springfield and Eugene have or will adopt individual, city-wide refinement plans
of the Metro Plan, including separate urban growth boundaries. Do you believe
this move towards individual plans and away from regional planning is in the best
interests of Springfield? Are there any land use issues that should continue to
rely on regional, joint decision-making among Springfield, Eugene and Lane
County elected officials?
