SPRINGFIELD vrn OF SPRINGFIELD Department of Public Works June 20, 1984 Hammons & Mills Attorneys at Law 488 East 11th Eugene, Oregon 97401 . ATIN: Terence J. Hammons RE: Mildred Gnisia, 1602 Rainbow Drive, Springfield, Oregon Dear Mr. Hammons: We received a complaint concerning a mobile home located on .residentially zoned property owned by Mildred Gnisia at 1602 Rainbow Drive in January, 1982. At that time, the Spring- field Zoning Code prohibited the use of mobile homes as residences in zones other than those specifically zoned for mobile home use.' The Code, then, mentioned nothing about the storage of mobile homes. Since structures of all types (excluding fences) must meet building setback ,requirements, we inspected the property, found that the mobile home met the required setbacks and notified Ms. Gnisia on February 3, 1982 that no violation existed relative to the mobile home. ' In May, 1982, an amended Zoning Code was adopted limiting the storage of mobile homes in residential zones to 30 days. In September, 1982, it was again brought to our at- tention that Ms. Gnisia's mobile home was still located on 'the subject property. A September 15, 1982 notice and order was sent to your clientreq4iring removal of the mobile home by October:15" 1982..' An October 7, 1982 progress inspection found the mobile home still on the property "at 1602 Rainbow Drive. The final compliance inspec- tion was not conducted until November 5, 1982 - the mobile home had been moved. As far as this Division is concerned, Ms. Gnisia complied with all of our requirements.
