Except for the one non-illuminated 1 1/2 square foot wall sign permitted in Section 16.080 (1)(a) of the Springfield Development Code. there shall be no display which would indicate from the exterior that the building is used for any purpose other than a residential dwelling. 2. There shall be no outside storage of materials. 3. No 'mechanical equipment shall be permitted except that which is compatible wi~h residential purposes. ' 4. There shall be no offensive noisa, vibration, smoke. dust. odors, heat,or glare noticeable at or beyond the property line resulting, from the operation. .' 5. Unly family members who reside at the dwelling may be employed. 6. The operation shall not create hazardous traffic conditions or unduly 'burden on-street parking areas. 7. If the proposed use requires a building modification to the dwelling or accessory structure of a nature that is not typically found in residential districts. the proposed use shall be considered in appropriate and therefore ineligible as a home occupation. 8. Commercial auto repair. including but not limited to tune~ups, alignments, body-fender work, 'painting, and detailing. and upholstering shall not be permitted. 9. No merchandise or services shall be sold to the public from the premises in a wholesale or retail manner. If this home occupation is foun~ in violation of the Springfield Development Code, the use will be terminated upon notification in writing by the Planning and Development Director. "r'eq Ulremen ts: 1. one non-illuminated wall sign limited to 1 1/2 suare feet permitted. We did not know we were possibly violating a rule. The sign has been removed. .6. The operation shall not' ,cI'eate hazardous traffic conditions or unduly burden on-street parking areas. We are not certain what the parking problem is or has been. We own 4 v~hicles. One of the vehicles is parked in our garage or in our driveway. 2 of the vehicles ar.e .par:k~d immediately in front of our house and within its boundaries. The 4th vehicle is parked directly across the street from our housewith the permission of the occupant that it borders, Peggy Douglas (726-9739). She has liv~d there 7 years. We do not antisipate further parking problems. We have noted, however, that Since July 1986 the residents of 4442 and 4444 Aster St (directly next to us) have been parking from five to twelve vehicles, some broken down, up and down Aster St. These vehicles may have been mista~enly identified as ours. This is not accurate. Our 4 vehicles have 'the following license ~late numbers: ASN 878 (small red car) BHY 0~~' HFP 072 ESB 028 (all 3 vans) . SPRINGFIELD CITY OF SPRINGFIELD Office of Community & Economic Development November 10, 1986 Planning and Development Department Sierra White Water 4460 Aster Street Springfield, Oregon 97478 Dear Resident: A recent observation of your property reveals that you are operating a business from the residence at 4460 Aster Street. The City of Springfield requires that businesses operated in residential zones adhere to specific requirements in order to be compatible with the character of residential neighborhoods. Those requirements are listed on the attached Home Occupation Agreement. The Springfield Development Code, ~dopted by the City Council in May, 1986, requires that all legitimate home occupations be reg i s t ere d wit h the C i t Y . The r e gd s t rat ion i s a 0 net i m e process with a fee of $25.00. As long as no complaints are received and the business meets the requirements of the Home Occupation Agreement, it will be considered a legal home occupation. We are attempting to eventually register all home occupations so that we are familiar with the kinds of business activities occurring in residential zones. Your anticipated cooperation in this effort is appreciated. Two potential problems your business will have in meeting the Home Occupation requirements are as follows: 1.) One non-illuminated wall sign limited to 1 1/2 square feet is permitted. Therefore, the existing sign would have to be removed or modified. 2.) We have received several neighborhood complaints about excessive on street parking associated with your business. If you can correct these problems and you feel that you meet the other conditions of the agreement, fill out the enclosed application and send it with the required fee to the Springfield Planning and Development Department, Attention: Cindie Harmon, Permit Coordinator, 225 North 5th Street, Springfield, Oregon 97477. The Permit Coordinator will review your application and advise you if you qualify. If you have questions, please direct them to the Springfield Planning and Development Department at 726-3753.
