OREGON 97477 PUBLIC WORKS 346 MAIN STREET 726-3753 October 27, 1980 Mr. Richard Weimer 1932 II 0" Street Springfield, Oregon 97477 Dear Mr. Weimer: At your request, the Building Division of the City of Springfield made a housing inspection on October 2, 1980, at 4530 Aster Street, Springfield, Oregon. STRUCTURAL AND FIRE AND LIFE SAFETY: The following items must be installed, repaired or replaced to conform to the Uniform Housing Code as adopted by the City of Springfield. 1) The rafters for the front porch have insufficient attachment and sup- port to carry the imposed roof load (Section 1001, Uniform Housing Code)., 2) The foundation ventilation openings shall be covered with corrosion- resistant wire mesh not less than ~ inch nor more than ~ inch in any di- mension (Section 1001, Uniform Housing Code and Section 2517, Structural Spec i a lty Code). 3) The rear northeast corner of the lower roof has deteriorated and fails to provide effective waterproofing of the exterior wall (Section 1001, Uniform Housing Code). 4) Install an adequate garage opening header to carry the imposed roof load (Section 1001, Uniform Housing Code and Section 2518, Structural Speci a lty Code). ELECTRICAL SAFETY: The electrical system has beem improperly altered'~and maintained and con- stitutes hazardous wiring as described in Section 1001(e) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing electrical system, at the time of its installation, may have met the stan- dards of the code that was in existence at that time, alterations and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the City of Springfield and the current Oregon State Electrical Specialty Code (S.LS.C.). 1) Alterations of the original wiring installation have increased the po- tential electrical hazard by congesting circuits on too large of overcur- rent devices. Mr. Richard Weimer Housing Inspection 4580 Aster Street October 27, 1980 Page 2. with all circuits protected by circuit breakers rated in accordance with conductor ampacity (Section 210-20(a) and 230-94, S.E.S.C.). 2) Every habitable room shall contain at least two supplied electrical convenience outlets or one such convenience outlet and one supplied'~lec- tric light fixture (Section 701(b), Uniform Housing Code). We suggest at this time, to eliminate the utilization of extension cords, the correction be made in accordance with Section 210-25(b) S.E.S.~. which requires re- ceptacle outlets be installed so that no point along the floor line in any wall space is more than 6' measured horizontally. 3) The protective conduit that has been installed to protect non-metallic cable has been installed improperly and does not provide continuous pro- tection for cable in an exposed area. Install conduit on non-metallic cable below and cables into attic so that cable is not subject to physical damage (Section 336-6(b) S.E.S.C.). 4) Repair or replace the defective light 'fixture (Section 210-7 S.LS.C.). 1 5) It is recommended that a grounding type duplex receptacle over the kitchen counter area be provided where equipment or appliances are subject to water splash or water saturation which greatly increases the potential of electrical shock (Section 210-7(a) S.E.S.C.). 6) All existing grounding type receptacles to be properly wired (grounded- polarized) (Section 200-10(b) and 210-7(a) S.E.S.C.). 7) All receptacles to be flush with finished wall surface. Install exten- sion sleeves in boxes in paneled (combustible) wall and secure receptacles to boxes (Section 370-10 S.E.S.C.). / 8) All wiring to and in the garage at the time of installation did not com- ply with applicable electrical standards which safeguard against potential electrical hazard; subsequently, all wiring shall be removed and approved wiring installed for the receptacle and switched light (Se~tion 100-8 S.E.S.C.). SANITATION: The plumbing system is badly deteriorated and improperly maintai.ned and falls into the category of hazardous plumbing as described in Section 1001(f) of the Uniform Housing Code as adopted by the City of Springfield. Although the existing plumbing at the time of its installation, may have met the standards of the code that was in existence at that time, alterations and/or improper maintenance require corrections to be made in accordance with both the Uniform Housing Code as adopted by the City of Springfield and the current Oregon State Plumbing Specialty Code (O.P.S.C.). 1) The water heater will require a new pressure relief valve on the tank, with drain extending from the valve to the outside of the building with the end of the pipe not more than two feet nor less than six inches above the ground and pointing downward (Section 1007(e) S.P.S.C.). 2) Provide 3/4 inch gate shut off valve on the discharge side of the water , . Mr. Richard Weimer Housing Inspection 4530 Aster Street October 27, 1980 Page 3. meter (Section 1005 S.P.S.C.). 3) The sink waste piping and the hot water piping are leaking and need im- mediate repair (Section 301 S.P.S.C.). All necessary permits shall be obtained before work starts and all work shall be accomplished according to applicable codes and inspected before a Certificate of Compliance will be issued.
