Dear Mr. Helfrich:
At your request, the Springfield Building Safety Division recently conducted an inspec-
tion of your property located at 1331 Quinalt Street, Springfield, Oregon. This in-
spection revealed several areas of concern that require your attention. They consist
of the following:
ELECTRICAL
1. The inside cover of the service panel is missing. Live parts are exposed, creating
a potential shock hazard.
2. A serious overfusing situation exists on several of the branch circuits in the
electrical panel. Continuous overloading of the wiring system will cause exces-
sive heating of the wire and rapid deterioration of the insulation.
3. There is water damage and corrosion inside the service panel.
4. In the service panel, there is also single conductor wiring, unmarked neutral
conductors, and wiring entering the panel lacking the proper connecting devices.

6. The panel location is hidden with a wooden cover and its location is not marked.
7. The service panel does not have the required working clearances in front of it.
The discrepancies listed above classify the service panel as a definite safety hazard.
The seriousness of this hazard cannot be understated. Replacement is recommended.
8. In the garage area, lamp cord is being used as a permanent. wiring system.

PLUMBING AND 'STRUCTURAL
1. The temperature and pressure relief valve on the water heater must 'be piped to
the outside of.the building. This will minimize possible injury to the oc-
cupants should the relief valve pop off.
2. The southeast and southwest bedroom windows shall.have a m1n1mum net clear
opening of S.7 square feet. The minimum net clear opening height dimension
shall be 24 inches. The minimum net clear opening width shall be 20 inches.
The finished sill height shall be not more than 44 inches above the floor.
3. The smoke alarm adjacent to the bedrooms does not work.
4. Extend hearth on insert woodstove to 18 inches in front of stove.
S. The laundry room and west side bathroom has some unsanitary problems with the
waste and vent system. When the toilet is flushed, the shower p-trap gets
syphoned dry. The lavatory waste line does not have a vent. Suggest having
a plumber check the complete plumging system out.
As you address these hazardous conditions, please consider the following. The
Springfield Housing Code specifies that all sanitary facilities shall be installed
and maintained in safe and sanitary condition and in accordance with applicable
laws. Oregon state law further specifies that all electrical work done on property
that is for sale, rent, or least, must be done by a properly licensed electrical
contractor. Please also be advised that permits are required for the repair work. a~
