ISSUE STATEMENT: Section 5.220(c) of the Springfield Municipal Code restricts the hours that construction activities may occur to between 7 am and 6 pm. Public Works Department seeks permission for H & J Construction to work outside those hours in order to minimize disruption to businesses on Q Street. ATTACHMENTS: None DISCUSSION/ FINANCIAL IMPACT: The City of Springfield has contracted with H & J Construction to rehabilitate sewer mains for project P21048 Sanitary Sewer Rehabilitation 2011, Basin 22. The work includes Cured In Place Pipe (CIPP) liner in the sewer main located behind Q Street businesses and next to the Highway 126 right of way. Installation of the CIPP liner requires temporarily plugging private sewer laterals attached to the main sewer line while the liner cures. Plugging the private laterals along this mainline during normal business hours would greatly impact the affected businesses as many of them have high water usage and the plugs will be in place for about 5 hours. Several business operators have asked the City to schedule this work during night hours to minimize the disruption. In order to minimize the impact on the businesses this sewer main serves, the Public Works Department requests a noise variance to allow the contractor to work during the night when businesses are closed. This work is scheduled for December 6 through December 9, 2011. Noise generated from the repair work will likely come from a compressor, a small generator and a refrigerated truck. Noise levels should be lower than those coming from the adjacent Highway. Staff anticipates few residents will be affected by the noise generated. The financial impact of this change is estimated to be $4,500.00 or less for additional overtime and pumping. The additional cost can be accommodated in the project budget. Staff recommends approval of night work behind Q Street businesses adjacent to Highway 126 and 5th Street.
