This would be the first phase of the development, followed at some future time by a second building which would be used solely for worship. AI. ACTION No formal action was taken, this. meeting was held to provide the applicant with information prior to submitting a formal application for Discretionary Use approval and a Type II Site Plan Review. DISCUSSION The items discussed may not include all issues which may be reviewed as part of the actual application. 1. Churches in Residential Districts require Discretionary Use approval (Type III review) by the Planning Commission. An application was given to the applicant. Note: The Special Use Permit t~ allow a church on this property in 1982 (Jo. No. 82-11-29) was conditioned tb~have Site Plan approval within one year. No Site Plan was submitted, therefore the Special Use Permit expired and Planning Commission approval is required by the Springfield Development Code at this time. ... ~; ~; Page 2 Nativity Pre-App 2. A Typ~ II Site Plan which allows for notice to neighboring property owners will be required. An application was given to the applicant. 3. The Special Use Standards of Section 16.100(2) of the Springfield Development Code apply (these need to be incorporated into your Site Plan): (a) Churches shall have a planted front yard setback of 15 feet and planted side and rear yard setbacks of 20 feet. The planted setbacks for parking lots and driveways may be reduced to 5 feet when the Director determines that adequate buffering has been provided. (b) A minimum of 25 percent of the lot shall be planted. (c) Churches shall abut an arterial or collector street and shall be designed to direct the flow of traffic away from local streets, consistent with Section 32.080, Access and Curb Cut Standards (This means that church access must be from Aspen Street). 4. Church parking standards: 1 for every 100 square feet of floor area in the primary assembly area and 1 for each 200 square feet of gross floor area in the remainder of the building. 5. A previous condition on this property called for the full improvement of Aspen Street along the frontage of the church property (to match the Uke Village frontage). Our development standards have changed since that time. Since the church property does not abut a fully improved street, you will now only have to sign an Improvement Agreement for Aspen Street to participate in a street improvement project at a future date. ISSUE: If the church property develops without regard to the future development of Tax Lot 100 to the north, that lot will be rendered undevelopable. Options: 1. Dedicate right-of-way for a partial street taking access from Diamond Street and ending in a future cul-de-sac in Tax Lot 100. Note: A previous condition on this property called for the Diamond Street will be barricaded on the western boundary of this property. 2. Dedicate right-of-way for a partial street taking access from Aspen Street and ending in a future cul-de-sac in Tax Lot 100. Note: You may want to contact City staff before you apply as this option may affect the location of a driveway to serve this site. .,. ~'; J} Page 3 Nativity Pre-App OTHER 1. IN LIEU OF ASSESSMENT CHARGES. This is a charge ($0.17 per square foot) assessed against a property which has not shared in the cost of existing sanitary sewer. This charge will be assessed only against that portion of the property proposed to be developed at this time as shown on your Site Plan application. The remaining portion of the property will be assessed as additional development occurs. 2. UTILITY CONNECTIONS. Storm and sanitary sewers are available in Diamond Street (on the west side of your property). 3. BUILDING CODE FEE SCHEDULES WERE DISCUSSED. 4. MINIMUM PARKING LOT PAVING STANDARDS WERE DISCUSSED. The parking area will need to be connected to the storm sewer line. 5. USE OF SEPTIC TANKS. The proposed church building and the existing house will be required to connect to the sanitary sewer line in Diamond Street, since the property is within 120 feet of a sanitary sewer line. The existing septic tank will have to be decommissioned as per Code. APPLICATION PROCEDURE ;:0.., ~ I 1.
