AN ORDINANCE CONCERNING WARDS WITHIN THE CITY OF SPRINGFIELD
ESTABLISHING THE BOUNDARIES THEREOF SPECIFIED IN SECTION 2.005,
TERRITORY~WARDS, OF THE SPRINGFIELD MUNICIPAL CODE, AND DECLARING
AN EMERGENCY.
THE CITY OF SPRINGFIELD DOES ORDAIN AS FOLLOWS:
Section 1: Territory-Wards. There are hereby established in the
City of Springfield six Wards with boundaries thereof as follows:
Ward 1 That section of the city beginning at the intersection
of Interstate Highway No. 5 and the Eugene - Springfield Highway
and thence North along Interstate Highway No. 5 to the northern
city limit boundary; thence generally East along the northern
city limit boundary to Debra Drive; thence South along Debra
Drive to "S" Street; thence West along "S" Street to lOili Street;
thence South along 10ili Street to "Q" Street; thence West along
"Q" eStreet to 5th Street; thence South along 5th Street to the
Eugene - Springfield Highway; thence Westerly along the Eugene -
Springfield Highway to the point of beginning and excluding the
island area outside Springfield city limits.
Ward 2, That section of the city beginning at the intersection of
Interstate Highway No.5 and the Eugene - Springfield Highway and
thence East along the Eugene - Springfield Highway to an
intersection with 10th Street, if extended northerly; thence in a
southwesterly direction along the "Q" Street Floodway channel to
8th Street; thence South along 8th Street to Olympic Street;
thence East along Olympic Street to 10th Street; thence South
along 10th Street to Centennial Boulevard; thence West along
Centennial Boulevard to 7th Street; thence South along 7th Street
to "G" Street; thence West along "G" Street to 6th Street; thence
South along 6th Street to South "A" Street; thence West along
South "A" Street to 5ili Street; thence South along 5th Street to
South "B" Street; thence West along South "B" Street to South 4th
Street; thence South along South 4th Street to Park Street;
thence East along Park Street to South 5th Street; thence South
along South 5th Street to Central Boulevard; thence East along
Central Boulevard to the southerly city limit boundary; thence
generally West along said southerly city limit boundary to the
Willamette River; thence Northerly and Westerly along the
Willamette River to the intersection of the Willamette River and
Interstate Highway No.5; thence North along said Interstate
Highway No. 5 to the point of beginning and excluding the island
area outside the Springfield city limits.
ALSO: That section of the city lying with the "Glenwood" area

on the South and West by Interstate Highway No. 5 and excluding
the island area outside Springfield City limits.
Ward 3 That section of the city beginning at the intersection of
21st Street and Olympic Street and thence West along Olympic
Street to lSthStreet; thence North along lSth Street to Mohawk
Boulevard and North along Mohawk Boulevard and 19th Street to the
northerly city limits; thence generally West along the northerly
city limits to Debra Drive; ,
thence South along Debra Drive to "SH Street; thence West along
"SH Street to 10ili Street; thence South along 10th Street to "QH
Street; thence West along "QH Street to 5ili Street; thence South
along 5th Street to the Eugene - Springfield Highway; thence
Easterly along the Eugene - Springfield Highway to an
intersection with 10th Street, if extended northerly; thence in a
southwesterly direction along the "QH Street Floodway channel to
Sth Street; thence South along Sth Street to Olympic Street;
thence East along Olympic Street to 10th Street; thence South
along 10th Street to Centennial ~oulevard; thence West along
Centennial Boulevard to 7th Street; thence South along 7th Street

thence West along Main Street to 22nd Street; thence North along

Street; thence North along 21st Street to the point of beginning.
Included in this ward is that section of property along Grand
Vista Drive being an island and not contiguous with the existing
Springfield city limits.
Ward 4 That section of the city beginning at the intersection of
21st Street and Olympic Street and thence West along Olympic
Street to lSth Street; thence North along lSth Street to Mohawk
Boulevard and North along Mohawk Boulevard and 19th Street to the
northerly city limits; thence generally East along the northerly
city limits to the intersection of 42nd Street and Marcola Road;
thence South along 42nd Street to Main Street; thence continuing
South along 42nd Street to the Southern Pacific Railroad; thence
East along the Southern Pacific Railroad to an intersection with
the northerly extension of South 44th Street; the South along

southerly city limits; thence generally West along the Southerly

along "E" Street to 21st Street; thence North along 21st Street to
the point of beginning and excluding the island area outside the
Springfield city limits.
Ward 5 Beginning at the intersection of the Eugene-Springfield
Highway and 42nd Street and running thence Easterly along the
Eugene-Springfield Highway and the northerly city limits to 52nd
Street; thence South along 52nd Street to High Banks Road; thence
East along High Banks Road to 56th Street; thence South along 56th
Street to "C" Street; thence East along "C" Street to 57ili
Street; thence South along 57th Street to the Weyerhaeuser Truck
Road; thence Southeasterly along said Weyerhaeuser ,Truck Road to
an intersection with the easterly extension of Mt. Vernon Road;
thence Easterly along said easterly extension; thence Southerly,
Westerly and Northerly to Mt. Vernon Road and the southerly city
limits boundary; thence generally West along said southerly city
limit boundary to the intersection of Holly Street and South 47th
Street; thence West along Holly Street to South 44th Street;
thence North along South 44ili Street, and the northerly extension
of South 44th Street to the Southern Pacific Railroad; thence
West along the Southern Pacific Railroad to South 42nd Street;
thence North along South 42nd Street and along 42nd Street to the
point of beginning and excluding the island area outside the
Springfield city limits.
Ward 6 That section of the city beginning at intersection of High
Banks Road and 56th Street and run thence West along High Banks
Road to 52nd Street; thence North along 52nd Street and its
northerly extension to the northerly city limit boundary; thence
generally East along the northerly city limit boundary and
Southerly along the easterly city limit boundary to Main Street;
thence Westerly along Main Street and Southerly along the
easterly city limit boundary to the southerly city limit
boundary; thence generally West along the southerly city limit
boundary to South 57th Street; thence North along South 57th
Street and along 57ili Street to "C" Street; thence West along "C"
Street to 56th Street; thence North along 56th Street to the
point of beginning and excluding the island area outside the
Springfield city limits.
Section 2. Emergency Clause. It is hereby found and determined

that matters pertaining to the establishment of ward boundaries
in the City of Springfieid and the proper apportionment of
population within said wards is a matter affecting the welfare of
the City of Springfield, and that an emergency is therefore found
and declared to exist, and this Ordinance shall therefore take
effect immediately upon its passage by the Council and approval
by the Mayor.
