Dear Project Coordinator:
The follow letter is a Narrative out lining the intent of the property owner and
questions in regards to the above-mentioned property and what effects that the Boulevard
project will have on our property.
The objective is to do the minimal amount of work and expense as possible to activate the
facilities. We would want to preserve the property as to not deteriorate or from being
any more vandalized. We would also want to increase the safety and security of the
neighborhood area.
We will use the Franklin Blvd. facility as a convenience store and office. These are the
same conforming uses that the buildings were built for and have been approved by the
city permitting office as conforming uses.
We are going to hold back on further development of the property until we see what will
transpire with the development of the Boulevard. At that stage, we will probably look
into developing a retail and office structure(s)"

Dear Mr. Martin:
Texaco Refining and Marketing, Inc. (TRMI) has applied for building permits from Lane
County to remodel the StarMart store at 4197 Franklin Boulevard in the Glenwood area.
The Lane County Building Department will not release the building permits unless or until
Lane County Environmental Health acknowledges that the use is compatible with the
existing sewage treatment and disposal system or is comparable to the existing use. The .
existing system is old enough that there are no records available describing its size and
configuration. The existing system appears to serve both the StarMart ,and the adjacent
office (Texaco District Operations).
The soils at the site were mapped by the Soil Conservation Service as Map Unit 23, Camas-
Urban Land Complex. Camas soils are typically deep and have very rapid permeability.
Unsaturated flow of septic tank effluent below disposal trenches installed in these soils is
maintained by the biological mat.that forms in gravity-fed systems.
The proposed remodeling involves making the necessary improvements to accommodate two
compact fast food franchises (Taco Bell and Subway Sandwiches). No change in square
footage is proposed. The primary questions involve the potential for changes in the quantity
and/or characteristics of wastewater generated by the StarMart facility.
QUANTITY
The facility is located on the south side' of Franklin Boulevard between Eugene and
Springfield. Another food service facility currently available in the immediate vicinity is
Pietro's Pizza (4006 Franklin Boulevard). Quick service food is currently available at the
StarMart. These foods are prepared, and cooked or warmed within the facility using a deep-
fat fryer or oven. Utensils, pans, and trays must be washed between uses. The current
arrangement provides limited seating for patrons. Date Received:

Substituting Taco Bell and Subway Sandwich franchises for the current fast food selections
will reduce the amount of food preparation and result in less water use for cleanup. In
addition, the proposed changes will eliminate seating, and may reduce the amount of rest
room usage by the public. No increase in wastewater flow is expected.
The proposed modification includes new sinks and floor drains for both franchise areas.
None of these fixtures will be equipped with a garbage grin&r. A hand-wash sink will be
located behind the service counter for each franchise. Both franchises will share a three-bay
sink (wash-rinse-disinfect) for cleaning utensils and storage trays. Hot food items will be
warmed and maintained in devices that use hot water. Small quantities of hot water will be
discharged to the floor drains on a daily basis during shutdown and cleanup.
Although the StarMart will be open 24 hours per day, the Subway Sandwich and Taco Bell
franchises will operate approximately 10 to 12 hours per day. All food is served in
disposable packaging. No reusable (washable) utensils will be used.
The rest rooms have been shown to be the primary source of wastewater at a similar facility
and this is not expected to change. The standard (5 gallons per flush) toilet in the public
rest room was recently replaced with a low-flush (3.5 gallons per flush) model.
A review of the water use records from the Eugene Water and Electric Board (EWEB) was
conducted. These records are enclosed and have been summarized in a table (also
enclosed). The records account for total water usage,which includes internal usage such as
food preparation, cleanup,rest rooms, and hand washing water that enters the septic system.
This also includes external water usage such as irrigation of landscaping and washing down
the pavement which does not enter the septic system. A comparison of records for the
period from September 15, 1993, through April 15, 1994,and the period from September 15,
1994, through April 18, 1995, indicates that water conservation efforts have reduced the
average daily water usage by more than 50 percent.
CHARACTERISTICS
The current selection of fast food at the StarMart includes burritos, sandwiches, hamburgers,
- corn dogs,and potato wedges,—etc.. Most-o—' f these-foods are eitner-warmed-in-an oven-on- ------
trays or deep fried prior to being placed!in a heated display. The trays and utensils are
cleaned in a set of sinks in the food preparation room. This is a potential source of greases
and oils in the wastewater system.
The proposed changes to substitute Taco Bell and Subway Sandwich franchises for the
current selections will reduce the potential for.greases and oils to enter the wastewater
system. The food for these franchises arrives in a prepared state. All meats are pre-cooked.

sealed packaging. All cheeses are pre-sliced or pre-grated. Most vegetables are pre-sliced,
shredded, or cut. Tomatoes, onions, and green peppers are usual exceptions. (Additional
information is attached).
Cleaning will.be limited to the utensils, serving or storage trays, and counters. Cleaning
procedures will be specifically outlined to require all food residue be disposed of in the solid
-waste system.-In addition, all items to be washed in the sinks will be pre-cleaned with paper
towels to minimize the amount of material that enters the wastewater system. Education
and empowerment of the store manager and shift supervisors to administer and enforce
water conservation (use and maintenance) and .pre-cleaning policies will minimize the
potential for increases in wastewater flow and strength.
MONITORING
Monitoring water usage can be accomplished by retaining and reviewing the. records
maintained by EWEB. The current monitoring data can be compared with data from the
same time period of the previous year. Substantial changes in flow will be apparent. If
substantial changes occur that could affect the performance of the system, a number of
contingencies have been identified to facilitate a timely and appropriate response.
CONTINGENCIES
Under the new On-Site Sewage Disposal Rules (Oregon Administrative Rules, Chapter 340,
Division 71, effective April 1, 1995), any modification of a septic system serving a
commercial facility will likely require a renewable operating permit or site-specific Water
Pollution Control Facilities (WPCF) permit from the Oregon Department of Environmental
Quality (DEQ). Specific procedures for operating, maintaining, and monitoring the system
would be required with periodic reporting to assure compliance.
problems_develop in.the.future,data can be collected-to-characterize the strength and flow
of sewage from the facility. An appropriate response to specific conditions could be
developed to facilitate resolution. Pretreatment could be used to reduce the strength of the
wastewater which would reduce the treatment demands of the soil and increase the hydraulic
capacity. One option for pretreatment would be the installation of additional tankage and
the addition of a recirculating trickling filter! More intensive pretreatment could be provided
with an aerobic device, such as the NibblerTM or a mechanical package plant.
Although the availability of community sewerage services does not appear to be clearly
defined at this point in time, the Glenwood area is destined to be sewered eventually.

CONCLUSIONS
Based on the information gathered and presented in this letter, the quantity of wastewater .
generated at this facility is not expected to increase as a result of the proposed changes.
Further, the character of the. wastewater is expected to remain essentially unchanged. If
problems develop as a result of the proposed changes, the options previously outlined will
be initiated (in cooperation with the DEQ and-Lane County) to offset the effects of such
problems.
