We have understood that, in lieu of destructive inspections, the City will accept an engineer's report which finds the structure meets the structural provisions of the Oregon Dwelling Specialty Code. Attached is a letter dated April 3, 1996, which outlines the deficiencies we found. It includes several details which show how these may be addressed. A statement we made concerning the issue of a certificate of occupancy may not be correct. Branch Engineering performed inspections at each stage, to enable us to prepare a letter verifying the work. While in this process an alteration was made to the RV shelter to provide more head space. Calculations and details of this are attached as well. We have noted the following Items: 1. The ceiling insulation over the bedroom-bathroom-kltchen portion will need to meet R- 38 standards on the flat portions and R-30 on the sloped portions. The flat ceilings may be inspected for Insulation depth and additional Insulation blown In. The sloped ceilings should have some rigid foam Insulation attached to the ceiling and a new ceiling installed to cover It back up. 2. The roof over the area discussed above needs to have 100 sq. In (min) soffit venting and 100 sq. In. of ridge venting Installed. 3. The carport will require bracing, using doubled 2x8 at each post to the trusses and to the perimeter beam. 4. The Interior water piping needs to be of a code-approved schedule 40 type. All PVC piping will have to be replaced. 5. The foundation perimeter Is not deep enough to meet Code, and will have to be undermined and deepened to 12" (min.) below finished grade. We have pointed this out to Ed Collingwood (contractor), who Is to be getting a price together for you. When the above work Is completed, we can re-Inspect the building and prepare a report for the City, who will then process the building permit and Issue a certificate of occupancy. Sorinafield The owner of a structure at the above address installed a carport and living area addition to a previously permitted residential accessory structure. In order to partition the property upon which it was placed, separate the accessory structure from the house to which it was related, and establish it as a dwelling unit, a building permit is necessary. Since the structure had been previously completed, the City of Springfield Building Official has required that an , architect or engineer inspect the structure and certify it as meeting the State of Oregon One and Two Family Dwelling Specialty Code (ODS C) The primary building and its subsequent additions were reportedly constructed by licensed contractors. The quality of workmanship and finishes is consistent with this report. Exterior walls in the new section were 2x6 at 24" O.c., with roof trusses bearing on foundations walls. The electrical service and water services were installed and inspected when the original structure was built. Except for foundation perimeter insulation, the structure was constructed in accordance with prescriptive path 1 (with reference to footnote 9). The perimeter slab insulation is traded against the maximum allowable window area and increased roof insulation (per table 53-0). Branch Engineering performed an initial inspection, and the following corrections were required: 1 ~ The perimeter foundation for the floor slab needed to be excavated for proper depth and width for the floor slab-on-grade. Clearance of earth to siding of 6" was required. 2. Carport bracing was required, to be installed in accordance with a design supplied by Branch Engineering. 3. Rigid insulation and venting was required over the vaulted areas of the kitchen, and inspection openings under electrical outlet covers made to confirm the depth of wall insulation (the latter done by Branch Engineering). 4. PVC DWV and domestic water service lines would have to be replaced by a licensed plumber. " TRANSPORTATION CIVIL SURVEYING / .
