Dear Jim:
My name is David N. McCurdy and I am the president and CEO of Good Neighbor Care
Centers, LLC with our corporate office, an SO-bed elderly care center and a 10-bed mental health
care home located on the intersection of Daisy Street, 5Sth Street and 57'h Place in Springfield,
and a neighbor of the proposed Mountain Gate development.
As a result of the continued delay to the proposed Jasper Road extension the proposed
development will add significant traffic to the intersection of Daisy Street, 5Sth Street and 57th
Place in the city of Springfield.
When the original master plan for this development was approved by the City of Springfield we
agreed to the development on the understanding that the Jasper Road project was a reality,
evidenced by the large amount work that has already been completed. Over the past two years
there has been little evidence of any further work on the project and we, along with other area
residents wonder if the extension will ever happen, especially in the face of budget realities.
Although there have been a number of statements from the City of Springfield and Lane County
that the project is proceeding and will soon be developed, credibility is being stretched by the
lack of obvious activity and the significant lack of communication to neighboring residents.

We object to the development of this property without the completion and opening of the Jasper
Road extension confornling to the master plan approval assumptions regarding area traffic
patterns. The proposed development of Phase IV will add significant traffic to already congested
roads where speed limits are ignored and the Daisy Street intersection is in a dangerous location
between two curves in 5Sth street. Our position is that the Mountain Gate development access to
57th Place be denied and all traffic from the development be fed onto the Jasper Road extension
resulting in the completion of the Jasper Road extension being a pre-condition to the opening of
south west development of Mountain Gate Drive and Weyerhaeuser Road.
