Maximum Impervious Surface Calculations in MountainGate Subdivision
I .
Pursuant to SDC 16.040, the approved MountainGate Master Plan, subdivision decisions and
hillside development and tree felling permits for Phases 1-4, the maximum impervious surface of a.
lot inclusive of structures, patios and driveways, shall not exceed 35 percent. This code standard
was not modified or qualified during any hillside development or supdivision review procedure.
Builders and applicants have requested an informal interpretation and directions for the calculation
of impervious areas and the use of pervious pavers and/or other infiltration systems.
SDC Article 2 defmes impervious area as "any surface that either prevents or retards the
entry of water into soil. Common impervious surfaces include, but are not limited to,
rooftops, walkways, patios, driveways, parking lots and/or storage areas, concrete or asphalt
paving, gravel surfaces with compacted subgrade, packed earthen materials and oiled
macadam or other surfaces that similarly impede the natural infiltration of stormwater".
With regard to calculating impervious areas around a residential structure, any roof line
extension beyond the foundation footprint (up to 18 inches wide and 8 feet above
surrounding grade) may be exempted. from the impervious calculation if the area below is
pervious. Any architectural extension beyond the typical 18 inch eave overhang shall be
considered impervious area.
Areas of pervious block, pavers, asphalt, decking or other surfaces designed to readily
infiltrate water back into the soil on the lot in which they are located and that are approved
by the City Engineer during building permit review may be exempted from the pervious
area calculations. The maximum pervious paving exemption allowed for driveways located
between the structure and the front or street side property line of a lot within MountainGate
shall be 500 square feet. .
