Additional comments not related to the completeness of the application:
. Staff advises that regulatory compliance standards have changed significantly since
the Fred Meyer store was constructed more than 20 years ago. Therefore, principal
Development Code compliance issues for the site will be evaluated and addressed, as
necessary, with the Site Plan Review submittal. These include, but are not limited to:
water quality protection and stormwater drainage; outdoor storage of materials and
equipment; provision of adequate bicycle parking; striping and directional marking for
parking spaces and driving aisles; maintenance, replacement and/or repair of site
landscaping, curbing, and pedestrian access ways; and compliance with ADA
accessibility requirements.
. Please confirm that the new lighting installed with the fuel center is under-canopy
illumination.
. There are a significant number of shopping carts and a large shipping container in the
northeast corner of the site. This area is shown as parking spaces on the site plan
(although a plan detail is needed per Note 3 above).

2. Existing roof downspouts are not shown coming out of the building adjacent to the
proposed fueling area. The exact location of these downspouts may not drain into
the fueling area, but this is not clear on the plans.
Additional comments not related to the completeness of the application:
. A sign adjacent to the valve box for the curb inlet should be installed stating that the
valve should be closed in case of fuel spill.
. Not clear how the drainage will be routed to the flow-through planter with adequate
residence time and contact with the vegetation to be effectively treated. Is the
Iinework along the northern edge of the flow-through planter meant to show
openings in the curbline?
. An underdrain is not necessary in the flow-through planter area if an increased
planting medium (topsoil) depth of 2' or greater is used.
. Drop in filter inserts should be installed in all catch basins across the Fred Meyer site
as part of the overall site work to meet storm water quality requirements
. There are numerous broken and missing curbs around the site that need repair
and/or replacement to clearly show travel lanes a'nd protect landscaping and contain
planting material.
. The striping in the parking lot has faded to the point of not clearly showing locations
of travel lanes and parking stalls.
. One of the loading docks at the northeast corner of the building does not have
adequate overhead cover. The City is currently using the City of Portland design
manual for these standards and this requires that all truck docks be hydraulically
isolated, covered and drain to sanitary. As this is an existing dock, the required
upgrade will be limited to overhead cover only.
. There are numerous outside garbage storage containers/compactors at the northeast
corner of the building. Most of these do not require any modifications, but the
easternmost appears to contain food waste and is adjacent to a storm drain
catchbasin. This dumpster requires an overhead cover and isolation from the catch
basin due to proximity and the nature of the material it contains.

This is not a decision on your application. Springfield Development Code Section 5.4-
105 and Oregon Revised Statutes 227.178 require the City take final action on a limited land
use decision within 120 days after the application is deemed complete. The 120-day
processing period for this application begins when all the missing information is submitted or
when you request that the City proceed without the information. You must indicate by either
signing this form or by submitting a written response to the City within seven days of the
date of this form asserting your intentions regarding the provision of the missing information.
If you indicate herein or in your written response that the missing information will be
submitted, then you have 180 days from the date the application was submitted for Pre-
Submittal Review to provide the City with the missing information. If you refuse to submit
the missing information, then upon receipt of the full application packet and processing fee,
the City will deem the application complete for purposes of starting the 120-day clock and
. begin processing the application. No new information may be submitted after the start of
the 120-day period unless accompanied by a request for an extension of the 120-day
processing time. Upon receipt of a request for extension, the City may extend the 120-day
period for a reasonable period of time. The City may also require additional fees if the new

and a second notification is required or if the new information substantially affects the
