Subject: October 10, 2006 , I ., , I Results of Field Inspection for Proposed Private Utilities and Tree Preservation Easements on MountainGate Phase 4b PIP Addendum Area (59'h Street). , . Pursuant to the approved Vegetation and Re-Vegetation Plan for MountainGate Phase 4' (Wolf) and Condition of Approval #29 of Phase 4 - Attachment A- Summary of Conditions (Donovan)- an inspection oft)1e proposed private utilities and eXisting tree . stand was condutcted today along the westerly property line of the Phase 4b PIP Addendum area. The purpose was to determine whether proposed private stonn and sanitary sewer facilities (and their easements) along the west property line conflicted with the vegetation preservation goals of the forester's report. Present we're Donovan, Favreau and Curtiss. The approved Tree Fellirtg Pennit and Forester's Report outlines a step by step process for the identification of vegetation easement areas necessary to preserve the forested hillsides and provide buffering when viewed from below. The inspection today fulfills the interinl step of identifying those areas suitable for buffers during field staking of property lines and PIP review. While Mr. Wolf could not be present, the principles of his report and implementation teclmiques previously applied in the field with Mr. Wolf were followed. The following buffer areas were identified, shall be shown on the plat and detailed in the HDP and CCRs accordingly: . )2.1- It.. 7 . . The westerly 30 f).~t of the west perinleter of lots along 59'h Street shall be reserved in a private Tree ~~.v'atiOll Easement as defined in the HOP and CCRs (final revisions pending.) This particular easement will overlap the 15 foot wide private sanitary and stoml sewer easement proposed on the PIP addendum and allow for the initial installation of the utilities and future maintenance. The initial installation shall be done with least impact construction practices and in a manner that reduces the number of trees impacted. The project engineer and forester shall observe the installation and field locate service stubs to each lot that reduce impacts to trees. .II shOuld b, u~kd tl1dSurface structures, perimeter drains or other private stonn water protections may be deemed necessary by the geo-tech during building pennit revie'Y and shall only be located within the easemenl as approved by the City. This fulfills the applicant's tree felling and hillside development requirements and Plarming's review of the PIP Addendum. Please advise me when the PIP project has been approved.
