Please accept the following findings and conditions regarding dust as an addendum to the staff
report, as entered into the record during today'dpublic hearing: '.
Finding: Blasting, earthmoving, crushing and hluling activities generate dust at iransfer points '.
during operations (ex: equipment buckets tcidulnp bins, bins to sorters, crushers to conveyor belts,
and loaders to trucks and stockpiles).
Finding: Dust from operations can be significantly reduced with the use of modern equipment such
as misting bars at transfer points which result irl. a wet sill' that can be controlled and removed or .
covered.
Finding: Dust from hauling operations is normally controlled by requiring watering of haul routes
during associated street construction projects. Moving materials from the proposed reclamation
activities to the Phase I and Phase 2 public strebt project area on the north side of the
MountatinGate site will generate dust from haul roads. . . .
Conclusion: The proposed operations will geneLe dust durmg crushing and hauling. The
Hearings OffIcial has the authority under SectiOli 10.040 to adopt conditions necessary to
reduce negative affects on adjacent property and! residents. Staff recommends that the
following conditions be applied to protect neighbors from dust originating as a result of the

crushing and hauling activities in accordance with SDC 10.030(1 lea) and 10.040:

Condition: Dust must be controlled on SIte by the use of mist bars on crushing equipment.
Condition: Access and haul routes to and froJ the crusher site{s) must be regularly watered to
control dust as required by public improvement projects, LDAP permits or upon request of City
personnel.

FROM WHICH YOU ARE PROBABLY GETTING A NICE HEALTHY KICKBACK. WHATEVER THE
DEVELOPERS WANT: THEY GET. THERE IS NolsTOPPING THEM, NOR PEOPLE LIKE you, WHO
OBVIOUSLY CONTROL LIES WE ARE FORCED TO CHOKE DOWN. THIS SMACKS OF ANOTHER
POLITICAL CONFLICT OF INTEREST WHICH SEEMS TO PREVAIL THESE DAYS WITH THE
