As usual, we are doing every1hing with antiquated next to nothing,
and still doing a pretty damn good job,
the minutes issue has not come up and slipped down the priority list,
but I think we've worked our way down to it
We'll get this worked out quick with everyones participation,
I think we can get a pretty good set of summary minutes with everyone's notes
and the speaker cards, GD if you can fax a set of notes, (summary or cryptic)
BJ and I will schedule a time to get on it asap (health permitting).

From your message it sounds like Jim told you what happened with the tape and
all. Not a good day for minutes I guess. My conversation with Jim was that I
wouldn't start on the minutes until I 90t a copy of your notes, which he
, agreed would be fine. I haven't received a copy as of yet, so I haven't
started to fix what I have. I took very cryptic notes, because I new I had
the tape to fill in all the blanks (not). So my apologize's for the mess and
the miss communication, .

As it turns out the recording machine was broken before that morning, but no
one had listened to there tapes before the hearing, so unfortunately we got
the brunt of bad that morning.

Letter 2: "As homeowners in the area of the proposed MountaloGate park site
reclamation we wish to be listed with those opposed to this request.
It appears to us that the proposal for blasting, rock crushing and a stockpile area all
within 500 feet of our home presents a safety hazard, as well as belog an invasion of our
right to a reasonable noise level in a residential neighborhood.
We believe this to be a strictly commercial venture on the part of the applicant that has no
regard for our neighborhood.'" '-

Staff Response 2: The proposed use is a temporary in nature dnd is limited only to the
operations necessary for reclam'ation of the quarry site. The applicant has proposed
methods of mitigation for noise and other impacts. Staff has endeavored to reduce the
affects on neighbors and recommends additional and! or expanded mitigations to reduce
potential affects of the proposed use to those of other uses allowed by code on the same
property. For example, pre-blast notice and surveying procedures will be implemented
and expanded. blasting will be controlled to contain physical impacts on site. the
schedule for blasting and crushing is limited. and no rock will leave the site for
commercial purposes. (See Criterion 1 a. at page 10 of this report arid Attachment A _
Blasting and Operations Plans or Attachment B-Recommended Conditions of Approval).
Letter 3: "Twenty or so years ago, blasting in that quarry caused extensive damage to the
plaster ceilings in my home. The insurance adjuster told me that the fact that the cracks
10 the ceillogs came from the corners of the ceilings towards the center of the rooms
indicated that the frame of the house was twisted and jolted.
I am concerned that the underlying strata of rock at the quarry may run under my house
also. Needless to say I am very much opposed to the any more blastlog in this quarry."

Staff Response 3: In accordance with the proposed blasting and operations plans. as
conditioned herein, seismic and sound monitors will be placed at or near the property
lines of the quarry site to evaluate ground response to blasting and minimize impacts to
abutting properties. There will be no physical impacts whatsoever to properties along S.
5th Street. (For more information refer to Attachment A of this report.)
