Approval Criteria
Jim,
Thank you for the information. I have two things which, while maybe nit picky, send up a red fiag.
In the "Justificaation For Decision (Conclusion), paragraph), a, paragraph 13, * Blasting - Blasting, like all
other activities associated with this application, is iimited to the hours of 8 a.m. to 6 p.m., Monday through
Friday, excluding holidays. Further, blasting will be limited to a maximum of 35 total workdays over a
two-year period. '
This looks like it could be misinterepted to mean additional biasting of 35 days, beyond what is being
approved. .
The second issue is the following notification requirement. Giving no more than 6 hours or a minimum of
30 minutes to only the people within a 250 feet' area could eliminate many of the affected citizens and the
time frame does not give them ample time to p'repare.
"Other potential impacts from blasting are the generation of startling noise from a blast and damage to
structures from ground vibrations.. In regard to the first impact, all residents whose homes lie within 500
feet of the southern property line along the south side of the quarry, the City of Springfield, the
Willamalane Park & Recreation District, and th'e Springfield Utility Board, shall receive written notification
not more than six hours nor less than 30 minutes prior to a detonation: This notice will include the
approximate time of the blast. In regard to the 'potential for structural damage, the applicant will conduct
test blasts and monitor each blast with seismic and acoustic equipment."
Would it be possible for a published schedule of dates with approximate times to be distributed to the
residents within the 1500 feet zone. Just because someones house is 265 feet away from the blast sight
does not mean they won't be scared out of there pj's when a blast goes off if they are not aware of it.
