FROM: The Department of Land Conservation andlDevelopment (DLCD)

Proposed Amendments to Administrative Rules Regarding Aggregate Mining
The department has issued a revised draft of propoJd amendments to current administrative rules pertaining to
,
aggregate mining (OAR 660-023-0180). Copies ofthe draft rules and other related information are on the
DLCD website at htto://www.1cd.state.or.us/
To receive a copy of the revised draft by mail or email rather than through the website listed above, contact
Shelia Preston at (503) 373-0050 Ext 236, or email herat:shelia.oreslonfalstate.or.us. For specific questions about
this rulemaking and the proposed rules, contact Bob Rindy at (503) 373-0050 Ext 229, or email
bob.rindv{a)state.or.us.
These proposed rule amendments are scheduled for hearing and fmal adoption by the Land Conservation and
Development Commission (LCDC) on June 10, 200~. The LCDC meeting will begin at 9:00 AM in the
Commission Hearing Room (2nd Floor, Room #219) in the Government Center, 305 Main Street, Klamath Falls
(for additional information about this location, call (503) 883-5100). The department cannot specify an exact
time for the consideration of this or other items on rJCDC's agenda for that meeting. The agenda is also
available from the Department's website or through Imail or email as described above.
I
LCDC is considering these amendments in order to broaden the definition of "significant aggregate resources"
and to make other related rule changes that will allo~ local governments to permit aggregate mining sites that
are smaller or that include iower-grade aggregate m~teriais than currently allowed under this ruie. Tue proposed
rule amendments will authorize a more streamlined bonditional use permit (CUP) process for local government
review of smaller sites and sites with lower-grade aigregate materials. The proposed amendments include other
changes to the aggregate rule, including provisions to protect higher quality agricultural land from loss due to
mmmg.
Interested persons may provide oral or written cornments to LCDC regarding the proposed rule amendments
(written comments are preferred). Written commentk will be accepted until the close of the June 10 hearing on
this proposed rule. However, to be included in the Jritten packet of materials mailed to LCDC in advance of
,
the hearing, written comments must be received by DLCD by May 28, 2004. Address written comments to
