The hearings and submittals were substantial but they are now over and it's time to go to work. The first order of business will be to reshape the old quarry site and that, as you know, will involve carefui blasting. The city was very explicit in requiring we contact homeowners in the immediate area and not only explain what the work will involve but also to offer them a preblasting inspection of their homes at no cost to them. This is where Explosive Technical Service comes in. We are a third party with no ownership interest or tie with either the contractor or the property owner. Our function is simply to make an inspection of each residence within 250 feet of the MountainGate property line in the area of the old quarry at the base of Potato Hill. . . I This inspection has two purposes. The;,first is to establish the condition of the residences prior to the start of blasting so that later, should be anY issues of property damage, the owner will have a document verifying their properties condition. the owner will receive a copy of the inspection report and copies of all photos taken. The second purpose is to identify potentially sensitive construction to assist with the blast design. The inspections will take'.approximately 30 to 45 minutes and you will be contacted to arrange for a mutually convenient time to do'them. If for some reason we are unable to contact you by Thursday, June 10th, .please feel free to contact Land Planning Consultants, Geri Betz or Mike Evans, at 726,8523 to set a convenient time. Road building and site development work is planned to start the 1st week in July. The old quarry site to the north of the Weyerhaeuser Road will undergo significant modification and be transferred to the Willamette Parks and Recreation District for future use as a public park. The contractor will have to do some carefully controlled blasting to work through this portion of the project and the blasted rock that will be generated is to be crushed for road base. BJ. Equipment Co. of Eugene will be doing this portion of the work. They have an excellent record of careful and safe blasting in residential areas and have our full confidence. We intend to do this work as quickly and quietly as possible with a minimum of inconvenience to our neighbors. We anticipate that blasting will be the first order of business and we expect that that phase of this work will be complete within six weeks. To minimize your inconvenience, we will be drilling between the hours of 8 AM and 6 PM Monday through Friday and our shots will be restricted to daylight hours between 9 AM and 5 PM. Our operations are designed to be, and as you will see, are pretty tame. All blasts will be engineered to contiol any possibility of fly rock. An air horn warning signal of 5 long blasts will sound five (5) minutes prior to the blast. Immediately prior to the blast, ten (10) rapid air horn signals will be heard. After the blast, an all-clear air horn signal will be sounded. Although we have engineered our blasting operations to eliminate the possibility of vibration or fly rock damage to you homd, you will feel a slight ground motion and a low level of noise. This is normal in this lYre of construction and you need not be concerned. During the blast, monitoring equipment will be used to measure the levels of ground motion and sound. During the actual blasting, we would very much appreciate it as a precautionary measure that you remaih indoors. We plan on starting the program ofPre:blLt inspections of residences on Friday, June 10th. Homes located within 250 feet of tHe property line to the south of the quarry will be advised of the upcoming inspection prdgram. Homes beyond the residential inspection zone out to 57th Ave. will be n~tified of the upcoming work.
