Re: Referral of Proposed Metro Plan Amendments
Since 2008, Springfield has been working with its partner agencies and a broad range of citizens to update the
Glenwood Refinement Plan. At this time, Springfield is proposing Metro Plan, Refinement Plan, Zoning Map, and
Development Code amendments for Phase I, the Glenwood Riverfront.
Specifically, the proposed amendments are as follows: Glenwood Phase I Refinement Plan amendments, both text
and diagrams, for the Glenwood Riverfront; Metro Plan designation amendments from Low Density Residential,
Medium Density Residential/Mixed-Use, Medium Density Residential/Mixed-Use/Nodal, Commercial;
Commercial/Mixed-Use, Commercial/Mixed-Use/Nodal, Light-Medium Industrial, Light Medium Industrial/Mixed-
Use/Nodal, and Public and Semi-Public to Mixed-Use and Mixed-Use/Nodal; Glenwood Refinement Plan.

SDC Sections 3.4-100-280; Sections 4.3-110 Stormwater Management, 4.3-115 Water Quality Protection, 5.6-105-
115 regarding Plan Districts, and 6.1-110 Definitions - all directly related to the above proposed Glenwood Phase 1
amendments; and Table 5.4-1 and Section 5.12-160 regarding Major and Minor Replats - as housekeeping
amendments. All amendments supplement and support the existing policies and provisions of the Eugene-
Springfield Metropolitan Area General Plan.
'Notice of Proposed Amendment' was mailed to the Department of Land Conservation and Development on
. September 1, 2011, alerting the agency of Springfield and Lane County's intent to amend these documents. The
notite was mailed more than 45 days in advance of the first evidentiary hearing as required by ORS 197.610. The
initial public hearing on these proposals is scheduled for.October 18, 2011, and is to be conducted jointly by the
Springfield and Lane County Planning Commissions. The Springfield City Council and Lane County Board of
Commissioners are scheduled to hear the matter on November 21, 201l.
