SYSTEMS DEVELOPMENT CHARGES
The City requires Systems Development Charges (SDCs) on new development and
. redevelopment to accumulate funds to construct new streets, wastewater facilities and storm
drainage facilities to accommodate the needs of development. Because SDCs are based on the
intensity of the impact on City systems that a use of the property will have, these charges are
sometimes large for commercial developments and can apply even if little 01' no change is
required to the physical structure of a property.
We are always concerned that someone starting a business in Springfield not be surprised in
needing to pay a significant charge. For that reason, we ask everyone who applies for a
commercial building permit, or inquires about using a vacant or occupied property for
commercial or residential purpqses (other than one and two family dwelling units), to give us
some basic information so that we can discuss the potential impact of SDCs. While we can't
provide a precise estimate until we have much more detail, we can point out approximate costs
you may wish to consider.

New construction, expansions, and changes of use to any building, parking, or development area in
these zoning districts requires either Minimum Development Standards-MDS review (SDC 5.15-100)

In our May 23,2011 Geotechnical Evaluation for the subject site, the following recommendation
was included for the design of the proposed retaining wall for the site.
"The property owner representative has indicated that a retaining wall 'will be constructed along
the southern property boundary. Documentation regarding the placement and compaction of the
fill material that comprises the south edge of the property was not provided to BEl and is
expected to have been regulated by the City of Springfield. Based on our observations and field
tests, the soil parameters for design of a retaining wall are 50 pcf and 250 pcffor the active and
. passive equivalent fluid pressures, respectively. The coefficient of friction between the soil and
neat poured concrete is 0.35. These values assume a drained wall with no hydrostatic pressures.
Should a cast-in-place concrete retaining wall be constructed, BEl recommends that the wall be
designed and sealed by a competent structural engineer. As an alternative, a rockery wall may
be constructed in accordance with the typical details attached in Appendix B. Although the
typical design of rockery walls is generally conservative, their construction requires experience
to select and place the stones. A contractor with previous wall construction is recommended and
an engineer should observation 'construction at foundation excavation, periodically during stone
and drain placement, and at wall completion Rounded stones shall not be usedfor wall
construction and there shall be at least three contact points between stones before chinking
Rockery walls over 8 feet in height are not recommended for this site and the grade of the
'surface soil above the wall shall not exceed 1 0% for a distance of at least 20 feet from the top of
thewa/l. "
The site owner has since selected an experienced contractor to construct a rockery retaining wall
at the site. Based on our field measurements, the maximum height of the wall appears to be 9
feet. For calculation purposes we have used a wall height of 10 feet, and conservatively selected
a wall batter of 10:1 (vertical:horizontal), typical such walls are constructed near a 6:1 batter. A

factors of safety against overturning, sliding, and bearing failures are presented on the ,attached

slope stability analysis by the Bishop method with the model output attached in color. All safety
factors exceeded I and the lowest factors of safety were shown to intersect the wall, which is
best determined by the calculation for sliding that shows a factor of safety of 1.5 for a plane at
1/3 the wall height above the wall base.
Based on the typical rockery wall details, previously provided and attached again with this letter,
the recommend wall design parameters are:

. The base boulders shall be buried at least 12-inches below the adjacent grade and rest
atop a compacted crushed aggregate mat at least 8-inches thick tipped 10% into the slope.
. All key boulders shall at least 700 pounds, not rounded and shall have at least three
points of contact with adjacent boulders. Quarry spoils shall be used for chinking but
may not be used in lieu of the boulder to boulder contact.
. The wall shall have an approximately 6: I (vertical:horizontal) batter and shall be
adequately drained so that no hydrostatic pressure is developed against the wall or
seepage though the wall occurs.
