A RESOLUTION PROVIDING GUIDANCE AND IMPLEMENTING TRANSPLAN
TRANSPORTATION SYSTEM IMPROVEMENTS ROADWAY POLICY #2: MOTOR
VEHICLE LEVEL OF SERVICE BY ACCEPTING A LOWER LEVEL OF SERVICE
THAN "D" AT THE GATEWAYIBELTLINE INTERSECTION
WHEREAS, The Springfield Common Council, Eugene City Council, the Lane County Board of
Commissioners adopted the 2001 TransPlan ordinance and findings, and the Lane Transit
District Board of Directors approved the 2001 TransPlan; and
WHEREAS, TransPlan policy: Transportation System Improvement Roadway Policy #2: Motor
Vehicle Level of Service, defines the metro level of service as "D" and recognizes that because
of funding constraints, environmental conditions, or land use constraints, a local jurisdiction may
accept a lower level of service than "D"; and
WHEREAS, The Gateway/Be1tline intersection is projected to operate, at level of service "E" in
six months based on recent land use applications; and
WHEREAS, Improvements to the Gateway/Be1tline intersection, I-5/Be1tline interchange, and
the Pioneer Parkway Extension project will improve the operations and safety at the
Gateway/Be1tline intersection to a level of service "D"; and
WHEREAS, The Springfield Common Council adopted Ordinance No. 5610, March 2, 1992, an
Ordinance adopting the Gateway Refinement P~an as a Refinement Plan of the
Eugene/Springfield Metropolitan General Plan which contains the Pioneer Parkway Extension
proj ect; and
WHEREAS, The Springfield Common Council adopted Ordinance No. 5613, an Ordinance
amending the Eugene/Springfield Metropolitan Area Transportation Plan (TransPlan); and
WHEREAS, The Springfield Common Council adopted Resolution No. 98-35 that establishes
the preliminary alignment and right of way for the Pioneer Parkway Extensions; and
WHEREAS, The Springfield Common Council adopted the 2002-2007 Capital Improvement
Program that provides $200,000 for Gateway Traffic Improvements to implement projects listed
in the Gateway Urban Services and Traffic Cap'acity Analysis Agenda Item Summary (April 24,
2000); and
WHEREAS, The Lane County Board of Commissioners approved the Capital Project
Partnership Program on December 12,2001 that included $3.3 million for Pioneer Parkway
Extension, and the Board approved the 2003-2007 Capital Improvement Program that included
$1.9 million for Pioneer Parkway Extension; and

WHEREAS, PeaceHealth has agreed in an ann~xation agreement (June 7, 2001) to provide $1
million in right of way and $2.75 million for construction of the Pioneer Parkway Extension, and
PeaceHealth has agreed in an annexation agreement (June 4,2002) to provide $7 million for
Gateway/Beltline improvements, and $2.25 million for Pioneer Parkway Extension intersection
improvements; and
WHEREAS, The Oregon Transportation Commission (OTC) adopted the 2002-2005 Statewide
Transportation Improvement Program (STIP) that provides $19.5 million for Phase I
improvements to the I-5/Beltline interchange.
NOW THEREFORE, based on the foregoing Recitals it is hereby found, determined and
resolved by the Common Council of the City of Springfield as follows:
1. The Springfield Common Council implements TransPlan Transportation System
Improvement Roadway Policy #2: Motor Vehicle Level of Service, and accepts a
temporary level of service reduction until improvements are made to the
Gateway/Beltline intersection, the I-5/Beltline interchange, and the Pioneer Parkway
Extension is constructed. .
2. This Resolution shall take effect upon adoption by the Common Council.
ADOPTED by the Common Council of the City of Springfield this ~ day of October 2002,
by a vote of ~ for and --L against.
APPROVED by the Mayor ofthe City of Springfield this 7th day of October2002.
