CITY OF SPRINGFIELD, OREGON
RESOLUTION NO. 02-43
A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD COMPETITIVE
BIDS FOR THE SOUTH 58TH STREET OVERLAY, PROJECT # P20290
WHEREAS, Chapter 2, Section 2.706, "PURCHASING." of the City of
Springfield Municipal Code limits the City Manager's authority to make purchases and
award contracts to amounts not more than $15,000, unless the City Council provides
additional authorization; and
WHEREAS, the South 58th Street Overlay, Project # P20290, a street preservation
project, is in need of award at a time between the regular Council session of September
16,2002 and the next regular session of October 7,2002; and
WHEREAS, this project is budgeted in the 2002/03 budget and will be
competitively bid and awarded in compliance with all other provisions of the Springfield
Municipal Code purchasing requirements; and
WHEREAS, delaying this contract award until the October 7, 2002 Council
meeting would waste valuable construction time, increase City's exposure and might
raise costs and reduce public service.

NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of
Springfield as follows:
During the time between the September 16, 2002 regular Council meeting and the
October 7, 2002 regular Council meeting, the City Manager is hereby authorized to
award a competitive bid contract for the South 58th Street Overlay, Project #P20290 for
an amount in excess of$15,000, provided all other applicable purchasing requirements of
the Springfield Municipal Code are followed.
This resolution is effective upon adoption by the Council and approval by the
Mayor.
Adopted by the Co~mon Council and approved by the Mayor of the City of
Springfield, Oregon this 16tl1 day of September, 2002. Adopted by a vote of 5 for and
