ADOPTED BY THE COMMON COUNCIL OF THE CITY OF SPRINGFIELD AT A REGULAR MEETING HELD ON JULY 29, 2002 BY THE FOLLOWING VOTES: AYES 5 NAYS: 1 " A~~ Kim Krebs, City Recorder ~~\~'"\ 20D <- ATTORNEY . . . f~ CAPTION: QUESTION: EXPLANATION: Exhibit A Ballot Title CITY OF SPRINGFIELD BALLOT MEASURE XX-XX Four Year Fire and Life Safety Services Local Option Tax Shall Springfield impose $0.36 per $1,000 of assessed value for four years to provide additional fire engine crew beginning 2003/04? This measure may cause property taxes to increase more than three percent. The purpose of this levy is to authorize a four-year local option tax to pay for additional fire and life safety services. The City operates full-time fire engine crews at four of the City's five fire stations. At current staffing levels, the number firefighter/paramedics available is less than required to staff an engine crew at a fifth station. In this area of the City, responses to fires, rescues, emergency medical incidents, hazardous materials problems and other emergencies come from fire engines located in other parts of the city. A result is an increase in the amount of time it takes to respond to the area without the engine crew and also increases the time it takes to respond citywide. Funds generated would pay for the following services to provide for the full-time staffing of a fire engine at the City's fifth station seven days a week, 24 hours a day: personal services costs for an FTE equivalent of 12 firefighters/paramedics, equipment, supplies and required fire academy training. The estimated taxes which would be raised by this levy are 2003/04 - $856,779; 2004/05 - $903,005; 2005/06 - $991,102; 2006/07 - $1,088,044, for a total of $3,838,930.
