A RESOLUTION REFERRING TO THE ELECTORS OF THE CITY A BALLOT MEASURE
AUTHORIZING THE LEVY OF A FOUR YEAR LOCAL OPTION TAX FOR POLICE SERVICE
PURPOSES IN THE AMOUNT OF $0.66 PER $1,000 OF ASSESSED VALUE BEGINNING IN 2003/04.

As the preamble to the Resolution, the Common Council ofthe City of Springfield, Oregon (the "City") hereby
recites the matters set forth below. To the extent any of the following recitals relates to a fmding or determination
which must be made by the Common Council in connection with the subject matter of this Resolution or any aspect
thereof, the Common Council declares that by setting forth such recital such finding or determination is thereby made
by the Common Council. The recitals, findings and determinations set forth herein constitute a part of this
Resolution.
(1) POLITICAL SUBDIVISION, That the City is a municipality and political subdivision organized and
existing under and pursuant to the laws of the State of Oregon and the Charter of the City (the "Charter").
(2) SPRINGFIELD TOMORROW PROJECT. The City completed a project to update Springfield
Tomorrow, an ongoing project designed to build community consensus about the future direction of Springfield. Its
primary purpose was to develop a general blueprint of how the citizens envision an ideal Springfield to be
"tomorrow," then to equitably balance their vision with fiscal responsibility.
(3) NEED FOR SERVICE ENHANCEMENTS. Since that time a variety of surveys have been performed by,
and on behalf of, the City intended to determine the current needs and desires of the residents as they pertain to issues
of public safety. The survey results indicate a need for enhanced police services to the community. The Common
Council of the City determined to proceed with identified services at a cost of$7,102,194 million. The estimated tax
rate needed to generate the resources required is $.0.66 per thousand of assessed value.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CITY OF
SPRINGFIELD, OREGON AS FOLLOWS:
SECTION 1. APPROVAL OF BALLOT MEASURE FOR GENERAL PURPOSE LOCAL OPTION
TAX LEVY. The Common Council of the City hereby directs that at the general election to be held on November
05,2002, there shall be submitted to the qualified electors of the City a measure authorizing the City to levy a local
option tax for police service purposes in the amount of$0.66 per $1,000 of assessed value beginning in 2003/04. The
ballot title for the bond measure is attached as Exhibit A (the "Ballot Title").
SECTION 2. SUBMISSION TO ELECTIONS OFFICER. Not later than the 6151 day before November 05,
2002, the City Recorder, as the Chief Elections Officer ofthe City, shall submit to the County Clerk for Lane County,
Oregon a statement ofthe local option tax measure together with a certified copy of this Resolution and the Ballot
Title, all in order that the local option tax measure may appear on the ballot for the general election to be held on
November 05, 2002. The City Recorder shall submit to the County Clerk all necessary information, and shall do and
perform all other acts and things necessary or appropriate, so that the measure shall appear on the ballot for such
general election.

SECTION 3. ADDITIONAL AUTHORIZATION. The City Manager, the City Recorder and the City
Finance Director, and each of them acting individually, are hereby authorized empowered and directed, for and on
behalf ofthe City, to do and perform all acts and things necessary or appropriate to cause the police service purpose
local option tax levy to appear on the ballot for November 05, 2002 general election and to otherwise carry out the
purposes and intent ofthis Resolution.
SECTION 4. EFFECTIVENESS OF RESOLUTION. This Resolution shall take effect immediately upon its
adoption by the Common Council of the City.

FOUR YEAR POLICE SERVICES LOCAL OPTION TAX
Shall Springfield impose $0.66 per $1,000 of assessed valuation for four years to
fund additional Police services beginning 2003/04? This measure may cause
property taxes to increase more than three percent.
The purpose of this levy is to authorize a four-year local option tax to pay for
additional Police services.
The levy would result in improved response times to both emergency and non-
emergency police calls. At current staffing levels, 4 to 5 patrol officers are
available per shift. The increased funding would provide for one additional
patrol officer per shift and necessary positions to handle increases in arrests and
police reports. This would provide more effective communication with officers
in the field and allow police officers to be more available to respond to criminal
activity in progress. Response times for non-emergency calls would be improved
by adding five positions dedicated to responding to non-emergency calls for
police department assistance.
The funds generated would pay for eight police officers; seven police support
positions for call takers and dispatcher; five positions for non-emergency
requests for police department assistance, and for 2 court clerks and additional
court time for the municipal judges and prosecutor's office.
The estimated taxes which would be raised by this levy are 2003/04- $1,573,493;
2004/05-$1,695,561; 2005/06-$1,837,978; 2006/07-$1,995,162, for a total of
$7,102,194.
