A RESOLUTION AUTHORIZING THE CITY MANAGER TO AWARD COMPETITNE BIDS AMOUNTING TO MORE THAN $15,000 DURING THE PERIOD OF AUGUST 1, 2002, TO SEPTEMBER 8, 2002, WHILE THE CITY COUNCIL IS IN RECESS. WHEREAS, Chapter 2, Section 2.706, "PURCHASING," of the City of Springfield Municipal Code limits the City Manager's authority to make purchases and award contracts to amounts not more than $15,000, unless the City Council provides additional authorization; and WHEREAS, there are capital improvement projects, a building repair contract, an insurance renewal contract, a service contract, and vehicle and equipment purchase and replacement contracts, including: Capital Improvement Projects (4) - Budget $1,285,000; Siding Replacement Contract - Budget $60,000; Property and Liability Insurance - Budget $300,000; Library Automation Services - Budget $11,500; Vehicle Replacement (4) - Budget $80,359; Vehicle Purchase (2) - Budget $130,500; Equipment Replacement - Budget $67,361; which may exceed $15,000 and which are scheduled for award of contract during the Council's summer recess from; August 1,2002, to September 8,2002; and WHEREAS, all of these projects are budgeted in the 2002/03 budget and will be competitively bid and awarded in compliance with all other provisions of the Springfield Municipal Code purchasing requirements; and . . WHEREAS, delaying these contract awards and purchases and the agreement approval until the September 9, 2002, Council meeting would waste valuable construction time, increase the city's exposure and might raise costs and reduce public service; and . WHEREAS, there may occur the need to execute other contracts which have been competitively bid for which funds have been budgeted for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's summer recess from August 1, 2002, to September 8, 2002. NOW THEREFORE BE IT RESOLVED, by the Common Council of the City of Springfield as follows: During the City Council recess from August l, 2002, to September 8, 2002, the City Manager is hereby authorized to award competitive bid contracts for amounts for which the lowest responsible bid is in excess of $15,000, including, but not limited to (A.) those construction, building repair, property and liability insurance renewal, service, and vehicle and equipment purchase and replacement contracts enumerated, provided all applicable purchasing requirements of the Springfield Municipal Code are followed, and B.) other contracts which have been competitively bid, for which funds have been budgeted and for which the lowest responsible bid is in excess of $15,000 and which for reasons of public welfare, safety, and cost effectiveness need to be awarded during the Council's summer recess from, provided all other applicable purchasing requirements in the Springfield Municipal Code are followed. This Resolution is effective upon adoption by the Council and approval by the Mayor. , Adopted by the Common Council and approved by the Mayor of the City of Sppngfield, Oregon this 15th day of July, 2002.
