RESOLUTION NO 02-23
A RESOLUTION INITIATING ANNEXATION OF CERTAIN TERRITORY TO THE CITY OF
SPRINGFIELD AND EXTRATERRITORIAL EXTENSION OF SANITARY SEWER AND
REQUESTING THAT THE LANE COUNTY LOCAL GOVERNMENT BOUNDARY COMMISSION
APPROVE THE ANNEXATION BY EXPEDITED PROCESS.
WHEREAS, the City Council is authorized by ORS 1 99.490(2)(a)(B) to initiate annexation upon
receiving consent in writing from a majority of the electors registered in the territory proposed to be
annexed and written consent from owners of more than half the land in the territory proposed to be
annexed; and,
WHEREAS, the property owners of certain territory signed a consent to annex (Exhibit A); and,
WHEREAS, no registered voters reside within the territory; and,
WHEREAS, sanitary sewer service can be provided in a timely manner via extraterritorial extension
within the right of way of Laura Street from Lindale Drive; and,
WHEREAS, the applicant has provided a tentative plan to serve the properties with sanitary sewer
through an extraterritorial extension, in accordance with ORS 199.464; and
WHEREAS, the territory to be annexed is within the Eugene-Springfield Urban Growth Boundary, is not
contiguous to the City Limits, however can be provided immediately with urban services such as fire,
water, parks, schools, police; and,
WHEREAS, the City supports the applicant's request for expedited Boundary Commission processing.
NOW THEREFORE THE CITY OF SPRINGFIELD DOES RESOLVE AS FOLLOWS:
Section 1: The Common Council of the City of Springfield does hereby recommend approval of the ,
annexation of the subject territories to the City by the Lane County Local Government Boundary
Commission, Lane County, Oregon, said territory being described as follows:
Township 17 South, Range 3 West, Section 27, Map 1, Tax Lots 1200 and 1300, as
more particularly described in Exhibit B of this Resolution.
Section 2: The City Council recommends that the Boundary Commission expedite this annexation, and
requests approval of an extraterritorial extension of sanitary sewer to serve the property after the effective
date of annexation.

We, the undersigned, constitute the owners of at least one-half of the land area of the property described in the
attachment marked "Exhibit A" AND

We desire to be annexed to the CIty of Springfield. Amap is attached marked "Exhibit B," showing the
affected territory and its relationship to thepresent city limit boundaries.
The annexation constitutes. a minor boundary change under the Boundary Commission Act and should
therefore be considered by the Boundary Commission and, after study, a Final Order should be entered by the
Boundary Commission.

For: Extraterritorial Extension
A parcel of land lying in Section 27, Township 17 South, Range 3 West of the
Willamette Meridian, being more particularly described as follows:
Beginning at a point 334.40 feet South and 25 feet South 890 50' 00" East of the West-
Northwest corner of the Jacob Halstead Donation Land Claim NO.4 7 , Township 17
South, Range 3 West of the Willamette Meridian; thence South 890 50' 00" East 235.42
feet to a point on the Westerly right of way of Pioneer Parkway (also being 51.55 feet
from the West line of the Oregon California Railroad right of way); thence South 140 00'
53" East 542.00 feet along the Westerly right of way of Pioneer Parkway to a point;
thence North 890 50' 00" West 366.67 feet to a point 25 feet Easterly of the West line of
the Said Donation Land Claim; thence North 525.49 feet to the place of beginning, In
Lane County, Oregon.
