MINUTES OF THE WORK SESSION
OF THE SPRINOFIELD CITY COUNCIL
HELD ON MONDAY, OCTOBER 21, 2002
The Springfield City Council met in work session at Springfield City Hall, 225 Fifth Street,
Springfield, Jesse Maine Meeting Room, on Monday, October 21,2002, at 6:00 p.m., with Mayor
Leiken presiding.
ATTENDANCE
Present were Mayor Leiken, and Councilors Ballew, Fitch, Lundberg, Ralston and Simmons.
Also present were City Manager Mike Kelly, Assistant City Manager Gino Grimaldi, City
Attorney Joe Leahy, City Recorder Kim Krebs, Police Chief Jerry Smith, and members of staff.
Councilor Hatfield was absent (excused).
Guests: Willamalane Representatives Bob Keefer, Greg Hyde and Rebecca Gershow.
1. Willamalane Park aIld Recreation Comprehensive Plan Update: Draft Community Needs
Assessment.
Planner II Kitti Gale was present for the staff report on this issue. She said the purpose of this
work session was to allow staff from Willamalane to provide an update to the City Council on the
Draft Community Needs Assessment report, and request that council provide input. She
introduced representatives from Willamalane, Bob Keefer, Rebecca Gershow, and Greg Hyde.
In April 2001, the Springfield Planning Commission reviewed the work program for the
Comprehensive Plan project and, acting as the Springfield Committee for Citizen Involvement,
formally approved the project's Citizen Involvement Program. In November 2001, the City
Council reviewed the work program and, as recommended by the Planning Commission,
appointed one city councilor and one alternate to serve on the project's Citizen Advisory .
Committee (CAC). Councilor Lundberg is the representative on the CAC and Councilor Ralston
. is the alternate.
Willamalane has recently completed the Draft Community Needs Assessment report, which
synthesizes the work to date of the Comprehensive Plan project and identifies community needs
as they relate to parks, recreation, and open spaces. It includes input from over 750 residents, as
well as a technical analysis of parks and facilities, programs, and fmances. The Community
Needs Assessment findings will be the foundation for the strategies and action plan developed for
the Comprehensive Plan.. The Community Needs Assessment report will be included as an
appendix to the Park and Recreation Compr~hensive Plan.
The Project Management Team, Technical Advisory Committee, Citizen Advisory Committee,
Willamalane Board of Directors, and Springfield Planning Commission have already reviewed
and provided input on the Draft Community Needs Assessment report.
Once the Park and Recreation Comprehensive Plan has been adopted by Willamalane's Board of
Directors, it will be forwarded to the City Council for adoption. The updated plan will provide a
framework for decision-making over the next 20 years~ The active involvement of the city is
critical in ensuring the adoption of the park and Recreation Comprehensive Plan as a community

wide vision for parks, recreation and open spaces, and as a refinement to the Eugene-Springfield
Metropolitan Area General Plan. Project completion is targeted for summer 2003.
Ms. Gershow presented the power point presentation, and responded to questions of the council
related to land availability, funding issues, and prioritizing needs.
Councilor Lundberg said having been involved in this process, she said it has been done very
well, and is impressed with the level of participation by people in the community. Because the
city and park district are two separate entities land use is not viewed in the same way. We will
have to be looking at good partnerships as this is developed, and need to keep in mind the uses
that have been listed as priorities.
Councilor Simmons said in reviewing the community map, it shows the Bluebelle Park, but does
not show the other site adjacent to the area that was designated as parkland when it was
developed.
Mr. Hyde said as far as he knows the piece ofland he is referring to has not been accepted into
the park inventory of Willamalane. He responded to additional questions of Councilor Simmons
related to this issue, and said Willamalane will look into the piece of land that Councilor
Simmons is referring to.
Councilor Fitch thanked all who participated in the process, and looks forward to the
development ofthe plan.

2. Partnership Meeting/Celebration.
Bob Keefer said Chris Pryor has been working with John Tamulonis to schedule a brief
dedication/celebration for the new sports complex and to recognize the many partners involved.
He said this has been in concept since January oflast year, but the details of working this out with
the number of partners involved is very much worth having a celebration. He encouraged Mayor
and City Councilors to attend to be a part of the celebration and view the site plan. This is
scheduled for Tuesday, October 22 at 10 am.
