" r ') MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD ON MONDAY, SEPTEMBER 16, 2002 The Springfield City Council met in work session on Monday, September 16, 2002 at Springfield City Hall,225 Fifth Street, Springfield, Jesse Main Meeting Room at 6:01 p.m., with Mayor Leiken presiding. ATTENDANCE Present were Mayor Leiken, and Councilors Ballew, Hatfield, Lundberg, Ralston and Simmons. Also present were Assistant City Manager Gino Grimaldi, City Attorney Joe Leahy, City Recorder Kim Krebs,. Police Chief Jerry Smith, and members of staff. Councilor Fitch was absent (excused). I. Historic Commission Application Interviews. Planner Kitti Gale was present for the staff report on this issue. She said the purpose of this work session was to interview five candidates who have applied to fill two vacancies on the Historic commission. She said there are two other vacancies since this recruitment closed, and that second recruitment closed on September 13, 2002, and only one applicant applied during this second recruitment. She asked the council permission to carry the applications forward to the next process in order to fill the balance of the 2 positions. She said as we move forward the makeup of the Commission seems to be moving dramatically. Councilor Ballew suggested also possibly extending the deadline for the second recruitment. Ms. Gale said the Historic Commission has two preferences of the applicants and would share those with the council at the conclusion of the interviews. The council discussed the interview questions, and decided the follow questions would be asked of each applicant. · Why would you like to serve on the Historic Commission? · Have you attended any Historic Commission meetings? · What if any preservation restoration enforcement activities should the city pursue? · What issue would you like the Historic Commission address if appointed? · What vision would you have for the Commission? · What role do you think the Commission play in the community? Ms. Gale escorted the applicants one at a time for their interview with the counciL Mayor Leiken thanked Mr. McCormack for his interest in applying. The council introduced themselves. I Mayor Leiken thanked Ms. Barger for her interest in applying. The council introduced themselves. , The Council interviewed Ms. Barger. Ms. Barger responded to the questions of the council. At the conclusion of the interview, Ms. Bkger invited the council to her home; she stated she has renovated her home and welcomed theb to view the photos showing the before and after of her historic preservation project. Mayor Leiken thanked Ms. O'Neal fOIiI her interest in applying. The council introduced themselves. I I The council interviewed Ms. O'Neal. Ms. O'Neal responded to the questions of the council. I After interviewing the five applicants, ithe council discussed the merits of each applicant. Council consensus was to appoint Mr. McCorniack, and Ms. O'Neal to the Historic Commission at the 7:00 p.m. ~eeting of the council.
