HomeMy WebLinkAbout06/03/2002 Work Session . . . ~ MINUTES OF THE WORK SESSION OF THE SPRINGFIELD CITY COUNCIL HELD ON MONDAY, JUNE 3, 2002 The Springfield City Council met in work session on Monday, June 3, 2002, at 6:30 p.m. Springfield City Hall 225 Fifth Street, Springfield, Oregon, Jesse Maine Meeting Room, with Mayor Leiken presiding. ATTENDANCE Present were Mayor Leiken and Councilors Ballew, Fitch, Hatfield, Lundberg, Ralston and Simmons. Also present were Assistant City Manager Gino Grimaldi, City Attorney Tim Harold, City Recorder Kim Krebs, and members of staff 1. Region 2050- Yesterdav and Today Growth Scenarios. Planning Manager Greg Mott was present for the staff report. He said the purpose of this work session was to provide background and a slide show presentation in preparation for the June 20, 2002 Regional Livability Conference. He said the Region 2050 Visioning project is beginning the phase of the project calling for forecasting possible futures for the region. The Policy Advisory Board has reviewed two possible scenarios "Yesterday", and "Today", and will host the Regional Livability Conference next month that is intended to develop the preferred "Tomorrow" scenario. He circulated an agenda for the June 20th meeting. Mr. Mott providing a slide presentation which highlighted the work to date on Region 2050 visioning. The slide presentation included: · What is Region 2050? · Region 2050 Participants · Regional Policy Advisory Board · Regional Technical Advisory Committee · Confluence of McKenzie and Willamette Rivers · Regional Strategy Goal o Land Use and Development Patterns o Natural Resources, Open space, and the environment o Jobs and the Economy o Housing o Transportation o Community Facilities and Services · Southern Willamette Valley Region Population Estimates and Projections · Scenario Process o Yesterday Scenario - Projected development and growth patterns based on historic trends o Today Scenario - Projected development and growth patterns with higher densities, more mixed uses, and other changes o Tomorrow Scenario - Where do we want to be in 2050? · Next Steps o Alternative Future Scenarios - July 2002-June 2003 o Agreement on Regional Strategy - July 2003-June 2004 o Implementation, Monitoring, Evaluation - Begins July 2004 · Where are we headed? . . . '" Springfield City Council -- Work Session Minutes - June 3, 2002 Page - 2 Councilor Simmons said the concept is a good process, however when you talk about 2050, the focus seems to be on issues other than growth, and food and impacts that are related to the process. It needs to be shortened down to where it is uplifting. Councilor Hatfield saidl0 volunteers are needed to attend the June 20th meeting, and suggested that the Council appoint a representative from each Ward and then request that one person from Willamalane, SUB, Springfield School District, and the Springfield Chamber attend which would make a total of 10 volunteers. After further discussion council consensus was that each councilor would provide a citizen name from their Ward to Greg Mott by Thursday, June 6th. Councilor Simmons suggested John Woodrow from Ward 5. Councilor Hatfield said he would contact Dan Egan at the Chamber to request a Chamber representative.
